The meeting was called to order at 12:50 p.m. by Chief State’s Attorney Kevin T. Kane.

Also in attendance were: State’s Attorneys Patricia M. Froehlich (Windham); Gail P. Hardy (Hartford); Kevin D. Lawlor (Ansonia-Milford); Peter A. McShane (Middlesex); Maureen Platt (Waterbury); Brian Preleski (New Britain); Stephen Sedensky (Danbury); David Shepack (Litchfield) and John C. Smriga (Fairfield); Deputy Chief State’s Attorneys Leonard C. Boyle and John J. Russotto; and Supervisory Assistant State’s Attorney James Bernardi (Stamford-Norwalk).

Also present: Executive Assistant State’s Attorneys Brian Austin, Jr., and Michael A. Gailor; Division of Criminal Justice Communications and Legislative Specialist Mark A. Dupuis, and legislative liaison Wilfred Blanchette.

State’s Attorney Shepack made a motion to approve the minutes of the October 22, 2012, meeting. The motion was seconded by State’s Attorney Froehlich and approved unanimously.

Deputy Chief State’s Attorney Russotto reported that the General Assembly is expected to meet in special session in December on deficit mitigation. The Division has asked the Office of Policy and Management (OPM) for additional information on the potential impact of the projected deficit.

Chief State’s Attorney Kane reported that the State’s Attorneys legislative committee is setting priorities for 2013 legislative proposals. State’s Attorney Smriga raised concerns over current statutes regarding child pornography with regard to single images and videos. The matter will be referred to the legislative committee.

Executive Assistant State’s Attorney Gailor reported that the Department of Emergency Services and Public Protection (DESPP) Forensic Laboratory is working to establish a procedure for email notification of DNA “hits.”

Chief State’s Attorney Kane reported that he will meet with representatives of the Court Support Services Division (CSSD) to discuss their concerns about bail commissioners’ access to police reports. Several State’s Attorneys again voiced concerns over the processes and procedures used by bail commissioners in making bail recommendations.

Chief State’s Attorney Kane urged the State’s Attorneys to monitor the impact of the addition of 17-year-olds to the Juvenile Courts.

State’s Attorney Froehlich made a motion to enter executive session to discuss a matter of litigation strategy. The motion was seconded by State’s Attorney Sedensky and passed unanimously. The executive session began at 1:20 p.m. Also present for the executive session were Supervisory Assistant State’s Attorney Bernardi, Executive Assistant State’s Attorney Gailor and Communications and Legislative Specialist Dupuis. No motions were made, and no votes were taken during the executive session, which ended at 1:26 p.m.

Deputy Chief State’s Attorney Russotto announced that a training program on “Autism Spectrum Disorders and the Criminal Justice System” will be held on December 3, 2012. A training program for State’s Attorneys and Supervisory Assistant State’s Attorneys will be held December 10, 2012, at the Courtyard by Marriott in Cromwell. The program is mandatory for all Supervisory Assistant State’s Attorneys unless excused by the State’s Attorney.
