Minutes of the Meeting of August 1, 2022
The meeting was called to order at 12:35 p.m. by State’s Attorney Michael A. Gailor.
Also present were Chief State’s Attorney Patrick J. Griffin, Deputy Chief State’s Attorneys John J. Russotto and Robert J. Devlin, Jr.; State’s Attorneys Margaret E. Kelley (Ansonia/Milford); Joseph T. Corradino (Fairfield); Sharmese L. Walcott (Hartford); Christian Watson (New Britain); John P. Doyle, Jr. (New Haven); Paul J. Narducci (New London); Maureen T. Platt (Waterbury); Anne F. MINUTES
A motion to accept the minutes from the July 11, 2022 meeting was made by State's Attorney Corradino and seconded by State's Attorney Kelley. It passed unanimously.
MANAGEMENT COMMITTEE
State's Attorney Corradino indicated that the committee intended to move forward on implementing a policy regarding policies.
OPERATIONS COMMITTEE
State's Attorney Platt reported for the Operations Committee and its meeting on Friday, July 29, 2022. The two issues addressed by the committee were: the Red Flag law and the need for a uniform policy re the redaction of body-worn camera (BWC) footage when, in particular, undercover officers are depicted. As far as the Red Flag law, Senior Assistant State’s Attorney Rocco Chiarenza and Acting Supervisory Assistant State’s Attorney Timothy J. Sugrue prepared a memo addressing the concerns outlined by Chief Neil Dryfe, President of the Connecticut Chiefs of Police Association, and a well-written comprehensive power point on the most recent changes in the law(s). With respect to the redaction of BWC footage, that issue will be discussed in greater detail in the immediate future.
PEER REVIEW UPDATE
Deputy Chief State's Attorney Russotto reported that they have received all but one of the self-reports. Those evaluations will be reviewed shortly. Meetings with the individuals to be evaluated will be scheduled in the fall.
POTENTIAL CONFLICTS
There was some discussion of potential conflicts: in New London, the son of a prosecutor was doing some civil defense work and potentially some G.A. work; in Waterbury, a defense attorney was planning on applying for a prosecutorial position, and lastly, a memo regarding spouses working in the same G.A. (prosecution and defense) was distributed. State's Attorney Corradino also discussed a conflict involving an incident in his jurisdiction and requested that the matter be referred to the Office of the Chief State’s Attorney.
OTHER BUSINESS
State's Attorney Mahoney indicated that she wanted to discuss female candidates’ interviews for management positions within the Division in light of recent appointments.
State's Attorney Mahoney also indicated that there will be a “Tackle the Trail” running event in her jurisdiction on October 15, 2022 to benefit Quinebaug Valley Community College, the local community college. She is hoping to sponsor participants and raise monies for charities.

State's Attorney Corradino made a motion to adjourn at 12:41 p.m. It was seconded by State's Attorney Narducci and passed unanimously. The meeting adjourned at 12:41 p.m.
