Minutes of the Meeting of October 4, 2023

The meeting was called to order at 12:32 p.m. by State’s Attorney Michael Gailor (Middlesex).

Also present were Chief State’s Attorney Patrick J. Griffin, Deputy Chief State’s Attorneys John J. Russotto and Kevin D. Lawlor; State’s Attorneys David Applegate (Danbury); Sharmese Walcott (Hartford); David Shannon (Litchfield); Anne Mahoney (Windham); Christian Watson (New Britain); John P. Doyle, Jr.(New Haven); Paul Narducci (New London); Matthew Gedansky (Tolland); Maureen T. MINUTES

A motion to accept the minutes from the September 6, 2023 meeting was made by State's Attorney Platt and seconded by State's Attorney Applegate. It passed unanimously.

MANAGEMENT COMMITTEE

Deputy Chief State's Attorney Russotto reported for the committee. The manual for the Supervisory Assistant State’s Attorneys is almost complete. The training for the supervisors will occur in late November or early December.

OPERATIONS COMMITTEE

State's Attorney Platt reported for the Operations Committee on the Discovery Policy (#512) and the policy regarding Jailhouse Witnesses. After a brief discussion, Chief State's Attorney Griffin moved to adopt the Discovery Policy (#512). That motion was seconded by State's Attorney Kelley and the policy was unanimously adopted by all present. All agreed to table the vote on the policy regarding Jailhouse Witnesses until the November meeting.

There was also discussion about the various discovery practices among the different jurisdictions. Chief State's Attorney Griffin asked that the Operations Committee look into the different practices and discuss whether there may be a consensus for uniform procedures. State's Attorney Platt will send out a survey to the State’s Attorneys regarding their individual jurisdictions.

Chief State's Attorney Griffin reported that he has asked Executive Assistant State's Attorney Bare to undertake a review of all of the DCJ policies, prioritizing a review of the operational polices.

PEER REVIEW UPDATE

Deputy Chief State's Attorney Russotto reported that the 2022 Peer Reviews have been completed. There are four reviews to be completed for 2023: State's Attorneys Corradino, Gailor, Mahoney and Narducci.                            

 POTENTIAL CONFLICTS

There was one conflict from the New Britain Judicial District that has been transferred to State's Attorney Platt (Waterbury).

ADJOURNMENT

State's Attorney Narducci made a motion to adjourn the meeting. It was seconded by Deputy Chief State's Attorney Lawlor and passed unanimously. The meeting adjourned at 12:47 p.m.
