Minutes of the Meeting of May 3, 2023

MINUTES

The meeting was called to order at 12:31 p.m.

Present were: Chief State’s Attorney Patrick Griffin; Deputy Chief State’s Attorney John Russotto; Inspector General Robert Devlin; State’s Attorneys David Applegate (Danbury);  Joseph Corradino (Fairfield), John Doyle (New Haven), Paul Ferencek (Stamford/Norwalk), Matthew Gedansky (Tolland), Margaret Kelley (Ansonia/Milford), Anne Mahoney (Windham), Paul Narducci (New London), Maureen Platt (Waterbury) David Shannon (Litchfield), Sharmese Walcott (Hartford), Christopher Watson (New Britain); Executive Assistant State’s Attorneys Lisa D’Angelo and Brett Salafia; Senior Assistant State’s Attorneys Timothy Sugrue and David Kutzner; Juvenile Prosecutor Vincent Duva; Communications Director Alaine Griffin; Kyle Baudoin, Director of Research and Planning; and Executive Secretary Marisa DePhillips.

MINUTES

A motion to accept the minutes from the April 5, 2023 Advisory Board meeting was made by State's Attorney Kelley and seconded by State's Attorney Mahoney. It passed unanimously.

MANAGEMENT

Deputy Chief State's Attorney Russotto reported that the annual training seminar for supervisory attorneys within the Division will be held on May 17, 2023 at the Office of the Chief State’s Attorney. He indicated that the training is mandatory for all supervisors and permission must be obtained from a State’s Attorney not to attend. State’s Attorneys are invited to attend and encouraged to do so. Topics include progressive discipline, and supervisory competence and leadership.

Deputy Chief State's Attorney Russotto also mentioned the need for the State's Attorneys to update their strategic plans.

OPERATIONS

State's Attorney Platt indicated that a meeting would be forthcoming in the month.

PEER REVIEW UPDATE

Deputy Chief State's Attorney Russotto reported that the process for those State's Attorneys subject to biennial review was underway and on track. Reviews for State's Attorneys Kelley, Mahoney and Gailor are being completed. Next year, State's Attorneys Gedansky, Narducci and Corradino will be reviewed.

POTENTIAL CONFLICTS

State's Attorney Platt discussed a conflict in her Judicial District involving a Waterbury police officer. State's Attorney Watson offered to have the case transferred to the Judicial District in New Britain.
