Minutes of the Meeting of February 1, 2023
The meeting was called to order at 12:31 p.m.

ELECTION OF OFFICERS
New officers for 2023 were nominated and elected unanimously. State's Attorney Michael Gailor was elected President; State's Attorney Kelley was elected Vice President; and State's Attorney Ferencek was elected Secretary.
MINUTES
A motion to accept the minutes from the January 11, 2023 meeting was made by Deputy Chief State's Attorney Lawlor and seconded by State's Attorney Ferencek. It passed unanimously.
MANAGEMENT
Deputy Chief State's Attorney Russotto announced that the Chief State's Attorney/ Deputy Chief State's Attorney/State's Attorney retreat will be held in March 2023 at Water’s Edge in Westbrook.
OPERATIONS
State's Attorney Platt provided an update regarding the Connecticut Internet Crimes Against Children Task Force and each Judicial District's obligation to report targeted crimes to the state lab. The lab is requesting monthly reporting in each Judicial District.
Deputy Chief State's Attorney Russotto submitted three proposed Division firearm policies for Inspectors denominated as (1) Firearms Training (501a); (2) Firearm Maintenance (501b); and (3) Possession and Security of Firearms (501c). All were approved.
PEER REVIEW UPDATE
Deputy Chief State's Attorney Russotto announced that State's Attorneys Gedansky, Narducci, Mahoney and Corradino, and Inspector General Devlin are scheduled to be peer reviewed in 2023.
POTENTIAL CONFLICTS
State's Attorney Walcott discussed the conflict between citizen review boards in the Hartford Judicial District reviewing police misconduct issues and concluding differently than did police department Internal Affairs offices. How this conflict impacts the Division's Giglio obligations was also discussed.
