Minutes of the Meeting of July 10, 2024

The meeting was called to order at 1:30 p.m. by Chief State’s Attorney Patrick J. Griffin.

Also present: Deputy Chief State’s Attorney of Administration, Personnel and Finance John J. Russotto; Deputy Chief State’s Attorney of Operations Kevin D. Lawlor; Deputy Chief State’s Attorney, Inspector General Robert J. Devlin, Jr.; State’s Attorneys Margaret E. Kelley (Ansonia/Milford), Joseph T, Corradino (Bridgeport), David R. Applegate (Danbury),  Sharmese L. Walcott (Hartford), Christian M. Watson (New Britain), John P. Doyle, Jr. (New Haven), Paul J. Narducci (New London), Paul J. Ferencek (Stamford/Norwalk), Matthew C. Gedansky (Tolland), and Maureen T. Platt (Waterbury).

Also present: Executive Assistant State’s Attorneys Kathryn W. Bare, Lisa M. D’Angelo and Gail P. Hardy; Supervisory Assistant State’s Attorneys David Kutzner, Vincent Duva, Jason Germain, Jacqueline McMahon and Karen Roberg; Senior Assistant State’s Attorney Timothy J. Sugrue, Manager of Research and Planning Kyle Baudoin, Chief Inspectors Frederick Haddad and Michael Sullivan, and Marisa DePhillips, Executive Secretary to the Chief State’s Attorney.

Deputy Chief State’s Attorney Lawlor moved to accept the minutes of the June 13, 2024 meeting. State’s Attorney Kelley seconded the motion and it passed unanimously.

Regarding budget matters, Deputy Chief State’s Attorney Russotto provided an update on efforts to fill the Division’s current 29 vacancies, saying the Division is in active recruitment for 25 of the positions, and that at the September meeting of the Criminal Justice Commission, interviews of Deputy Assistant State’s Attorneys candidates for three vacant positions would take place. Deputy Chief State’s Attorney Russotto also reported that the paid summer interns were currently working in positions throughout the Division. 

Executive Assistant State’s Attorney D’Angelo provided an update on training, saying the second annual Office of the Chief State’s Attorney’s summer youth camp would be held from July 21 through July 26, a detective school at the University of New Haven in West Haven would be held in August, a Division of Criminal Justice academy for civilians would be held at the Office of the Chief State’s Attorney in Rocky Hill on Monday evenings in September and October and training on search and seizure is scheduled on Wednesdays from September through November. Executive Assistant State’s Attorney D’Angelo also reported that there would be additional future training for members of the Division on State v. Porter, sexual assault arrest investigations and prosecutions, and that plans are currently underway for the annual John M. Bailey seminar and a Deputy Chief State’s Attorneys “Boot Camp.”

There being no further business, a motion to adjourn was made by Deputy Chief State’s Attorney Russotto and seconded by Deputy Chief State’s Attorney Lawlor. The meeting was adjourned at 2:10 p.m.
