The Criminal Justice Commission
met on July 13, 2018, to conduct interviews for and consider the appointment of the Deputy Chief State’s Attorney for Operations.
Justice Andrew J. McDonald, Chair of the Commission, called the meeting to order at 9:15 a.m.
In attendance were The Honorable Juliett L. Crawford, Attorney Mary M. Galvin, Attorney Eric J. George, Attorney Moy N. Ogilvie, Attorney Erick A. Russell and Chief State’s Attorney Kevin T. Kane. Also present: Human Resources/Equal Employment Opportunity Specialist Ngina McMillian and Communications and Legislative Specialist Mark A. Dupuis. Representatives of the American Civil Liberties Union (ACLU) distributed the attached document to members of the Commission and Division of Criminal Justice staff.
Attorney Galvin made a motion to approve the minutes of the June 21, 2018, meeting. Attorney George seconded the motion and it passed unanimously.
Justice McDonald stated that pursuant to statute the Chief State’s Attorney does not participate in the appointment of the Deputy Chief State’s Attorneys.
At 9:17 a.m., Executive Assistant State’s Attorney Michael A. Gailor presented an opening statement after which he was interviewed for the position of Deputy Chief State’s Attorney for Operations. The interview concluded at 10:21 a.m.
At 10:22 a.m., State’s Attorney Kevin D. Lawlor presented an opening statement after which he was interviewed for the position of Deputy Chief State’s Attorney for Operations. The interview concluded at 11:25 a.m.
At 11:33 a.m., Senior Assistant State’s Attorney Timothy J. Sugrue presented an opening statement after which he was interviewed for the position of Deputy Chief State’s Attorney for Operations. The interview concluded at 12:39 a.m.
The commission broke for lunch and the meeting resumed at 1:11 p.m. State’s Attorney Brian W. Preleski presented an opening statement after which he was interviewed for the position of Deputy Chief State’s Attorney for Operations. The interview concluded at 2:26 p.m.
At 2:27 p.m., State’s Attorney Maureen Platt presented an opening statement after which she was interviewed for the position of Deputy Chief State’s Attorney for Operations. The interview concluded at 3:48 p.m.
After a brief break, the meeting resumed at 3:58 p.m. Attorney Russell made a motion to enter executive session to consider personnel matters and appointment of the Deputy Chief State’s Attorney for Operations. Attorney Ogilvie seconded the motion and it passed unanimously. Chief State’s Attorney Kane left the executive session prior to the Commission’s deliberations on the appointment of the Deputy Chief State’s Attorney.
The Commission resumed its public session at 4:40 p.m. Justice McDonald stated that no votes were taken during the executive session.
Attorney Galvin made a motion to appoint Kevin D. Lawlor as Deputy Chief State’s Attorney for Operations. Attorney Russell seconded the motion and it passed unanimously. Chief State’s Attorney Kane did not participate in the vote.
Justice McDonald announced that the next meeting will be July 24, 2018. Attorney Galvin made a motion to adjourn. Attorney Ogilvie seconded the motion, it passed unanimously, and the meeting adjourned at 4:43 p.m.
