Minutes of Meeting
Tuesday, March 11, 2014
The Criminal Justice Commission met on Tuesday, March 11, 2014, at the Office of the Chief State’s Attorney in Rocky Hill for the purpose of conducting interviews for the appointment of Deputy Assistant State’s Attorneys for the Office of the State’s Attorney, Judicial District of Windham, Geographical Area (G.A.) 11; Office of the State’s Attorney, Judicial District of Stamford/Norwalk, G.A. 20 (two positions); and any other business to come before the Commission.
The following members were present: The Honorable Richard N. Palmer, Chairperson, The Honorable Juliett Crawford, Attorney Mary M. Galvin, Attorney Maura H. Horan, Attorney Moy N. Ogilvie and Chief State’s Attorney Kevin T. Kane. Also present: State’s Attorney David I. Cohen, State’s Attorney Patricia M. Froehlich and Equal Employment Opportunity Specialist Ngina Gibson.
The meeting, which was open to the public, commenced at 9:20 a.m. in the conference room. Attorney Horan made a motion to approve the minutes of the meeting of October 9, 2013. The motion was seconded by Attorney Ogilvie and passed unanimously.
Beginning at approximately 9:24 a.m., the Commission interviewed the following attorneys for the Windham position: Joseph Barbarie, Katherine Donoghue, Marissa Goldberg, Jennifer Dalenta Miller and Danielle O’Connell. Attorney Donoghue applied for and was a finalist for all openings; this interview served for all positions.
A brief recess was taken at 11:00 a.m. At approximately 11:08 a.m., the Commission resumed its public meeting and continued the interviews for the Windham position. At approximately 11:45 a.m., Attorney Galvin made a motion to go into executive session. The motion was seconded by Attorney Ogilvie and passed unanimously.
Following the executive session, the Commission resumed its public meeting at approximately 11:55 a.m. and interviewed the following attorneys for the Stamford/Norwalk positions: Maura Crossin, Kelly Davis, Andrew Gould, Michael Nemec, Nadia Prinz and Joshua Susco.
A recess was taken at 1:25 p.m., after which the public meeting and interviews resumed at 2:00 p.m. Justice Palmer had to leave at 3:05 p.m., but he resumed participating in the meeting via a conference call until the interviews concluded.
At approximately 3:55 p.m., Attorney Horan made a motion to go into executive session. Attorney Ogilvie seconded the motion and it passed unanimously.
The Commission came out of executive session at approximately 4:50 p.m. and appointed Attorney Marissa Goldberg as Deputy Assistant State’s Attorney for the Judicial District of Windham, G.A. 11, and Attorneys Katherine Donoghue and Nadia Prinz for Deputy Assistant State’s Attorneys for the Judicial District of Stamford/Norwalk, G.A. 20.
Following the conclusion of the interviews, the Commission engaged in a general discussion regarding hiring practices.
There being no further business, the meeting was adjourned at 5:30 p.m.
