Minutes of the Special Meeting

The Criminal Justice Commission met for a special meeting on Wednesday, December 4, 2019, at the Office of the Chief State’s Attorney. The Honorable Andrew J. McDonald, Chair, called the meeting to order at 9:10 a.m.
Also in attendance was The Honorable Melanie L. Cradle, attorneys Robert Berke, Scott Murphy and Moy Ogilvie and acting Chief State’s Attorney John J. Russotto.
There was no public comment.
Attorney Berke moved to approve the minutes of the November 25, 2019, meeting. Attorney Murphy seconded the motion and it passed on a voice vote. Attorney Ogilvie and acting Chief State’s Attorney Russotto abstained as they were not at the meeting.
Attorney Ogilvie moved to enter executive session to interview candidates for Deputy Assistant State’s Attorney positions at Geographical Area No. 12, Manchester, and G.A. No. 13, Enfield. Attorney Murphy seconded the motion and it passed on a voice vote. The executive session began at 9:12 a.m. Also present were Gail P. Hardy, State’s Attorney for the Judicial District of Hartford, and Division of Criminal Justice (DCJ) Equal Employment Opportunity Specialist Janice duFrend.
The Commission broke for lunch during the executive session, which ended at 2:17 p.m. Attorney Ogilvie moved to appoint Justin Blain and Mark Williams as Deputy Assistant State’s Attorneys at G.A. No. 12 and Maurilio Amorim as Deputy Assistant State’s Attorney at G.A. No. 13. Attorney Murphy seconded the motion and it passed on a voice vote.
The Commission went into executive session at 2:19 p.m. to review and discuss the report submitted to the Commission regarding the untimely completion of reports pursuant to Sec. 51-277a of the General Statutes concerning investigations of the use of deadly force in the Hartford Judicial District. The executive session ended at 2:55 p.m.
Justice McDonald announced that no motions were made or votes taken during the executive session and that the Commission requires additional information and due diligence before considering the matter further.
Judge Cradle moved to adjourn the meeting. Attorney Murphy seconded the motion and it passed on a voice vote. The meeting adjourned at 2:55 p.m.
