This is a single data match that will evaluate young people (ages 14-26) who have been disengaged and disconnected from school, work, and/or pro-social institutions. In October 2023, the Boston Consulting Group and the CT Opportunity Project (CTOP) published a report to provide visibility on the issue of at-risk and disconnected young people (DR-0043, "Connecticut's Unspoken Crisis"). Since the report’s publication, there has been growing public interest across CT in this issue, and the state legislature has mandated P20 WIN to replicate the report on an annual basis (i.e., PA 24-45, Sec. 22), starting Jan 1, 2025. This request fulfills the first annual refresh of this 2023 report.
This data request includes data from: the State Department of Education, the Department of Labor, the Department of Children and Families, Department of Social Services, the Department of Mental Health and Addiction Services, Department of Correction, Judicial Branch Court Support Services Division, Connecticut Technical Education and Career System, and the CT Coalition to End Homelessness.
The Data Sharing Agreement for Request #0043b contains the agreement among all parties to the data request, the data request and data elements, as well as additional exhibits including the user authorization form, confidentiality agreement, data destruction policy, and the Enterprise Memorandum of Understanding.
