"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. 1. Notice of Scoping for Old Farms Road Realignment and Improvements
Municipality where proposed action might be located: Avon
Address of possible location: Old Farms Road
Project Description: The Town of Avon has received funding from the Connecticut Department of Transportation (CTDOT) Local Transportation Capital Improvement Program (LOTCIP) to improve the safety conditions without drastically changing the rural character of Old Farms Road. The proposed project will be approximately 3,205 feet, extending from at 3-way tee intersection at Thompson Road, continuing north with a slight turn to the west to a proposed 3-way intersection with Scoville Road, then continuing north to a high point and then gradually curved to the east, where the proposed alignment ends at the current alignment terminus. The proposed alignment will provide a safer pedestrian environment, safer driving environment, and minimal additional right of way requirements, avoidance of wetland resources, ease of construction /maintenance of traffic and reasonable construction cost. This proposed new alignment will be constructed conforming to the Town of Avon and CTDOT “Urban Collector” guidelines and was endorsed as the preferred alignment by the Avon Town Council.

What Happens Next: CTDOT will make a determination whether to proceed with preparation of an Environmental Impact Evaluation (EIE) or that the project does not require the preparation of an EIE under CEPA. A Post-Scoping Notice of its decision will appear in a future edition of the Environmental Monitor.

2. Post-Scoping Notice for Huckleberry Hill Water Main Extension
Project Title: Huckleberry Hill School Water Main Extension
Municipality where project will be located: Brookfield
CEPA Determination: On May 5, 2020, the Department of Public Health (DPH) published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor.
Based on the DPH’s environmental assessment of this project which includes a review of comments provided by the Department of Energy and Environmental Protection (DEEP) dated June 2, 2020, it has been determined that the project does not require the preparation of an Environmental Impact Evaluation (EIE) under CEPA. The DPH will coordinate with the Town of Brookfield to ensure that the recommendations received during the Scoping period are implemented.
The agency's conclusion is documented in a Memorandum of Findings and Determination and an Environmental Assessment Summary.

1. Record of Decision for University of Connecticut Ice Hockey Arena Development
Municipality where proposed action will be located: Mansfield
CEPA Determination: On February 18, 2020 and March 17, 2020, the University of Connecticut published a Notice of Availability of an Environmental Impact Evaluation (EIE) in the Environmental Monitor,in accordance with Section 22a-1d of CEPA.
The University held a public hearing on April 8, 2020 in accordance with Executive Order 7B during the State's public health and civil preparedness emergency due to the COVID-19 pandemic.
Comments on the EIE were received through April 17, 2020 from the general public, the Town of Mansfield, and the CT Department of Energy and Environmental Protection. The University prepared responses to those comments, supplemental materials and amendments, and its conclusion is documented in the Record of Decision for the proposed action.

What happens next: The University of Connecticut has submitted the Record of Decision to the Office of Policy and Management (OPM) for review. OPM's determination regarding the Record of Decision will appear in a future edition of the Environmental Monitor.
OPM's Determination of Adequacy
After an Environmental Impact Evaluation (EIE) is developed. the Office of Policy and Management (OPM) will determine if the EIE is adequate. If not, OPM will specify the areas of inadequacy with reference to CEPA or the CEPA regulations and specify the corrective action required. Read More

Connecticut General Statutes Section 4b-47 requires public notice of most proposed sales and transfers of state-owned lands. The public has an opportunity to comment on any such proposed transfer. Each notice includes an address where comments should be sent. Read more about the process.
