"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. Notice of Scoping for Park Hill and School Hill Water Line Extension

Municipality where proposed action might be located: Town of East Windsor
Project Description: The Department of Economic and Community Development (DECD) will be partially funding this project with Community Investment Fund (CIF) - Round 2 grant funds. The project includes the installation of approximately 5,570 feet of public water line in total. A 12” class 52 ductile iron pipe water main will be installed along Windsorville Rd. An 8” class 52 ductile iron pipe water main will be installed along Old Ellington Road, Helena Dr, Elaine Dr and Park Hill Rd. The water line will be installed within the existing road right-of-way. This project will provide for the connection of the East Windsor Housing Authority’s Park Hill housing complex which contains 84 units. In addition, the water line will serve the school hill neighborhood of Elaine Dr and Helena Dr. All 31 homes within this neighborhood will be provided individual private connections. All water main installation will occur at a depth of at least 4ft with at least a 3ft minimum separation between water and any other utility or underground structure. Fire hydrants which will be installed with a bury depth of 5.5ft will also be installed.

Notice of Scoping for the Town of Griswold Route 164 Water Main Extension

Project Description: The Department of Economic and Community Development (DECD) will be partially funding this project with Community Investment Fund (CIF) - Round 3 grant funds. It will be used by the Town of Griswold to construct 3,800 linear feet (LF) of 12-inch ductile iron pipe on Preston Road (Route 164) with a bridge crossing of Interstate 395 to connect with the Jewett City Water Company’s existing drinking water distribution system. The grant funding will also be used to construct and install a 500,000-gallon multi-column elevated water storage tank off Barber Road with a submersible mixer and level control, as well as 2,300 LF of 12-inch HDPE pipe to the multi-column water storage tank and 600 LF of 12-inch ductile iron pipe on Barber Road. This work is being done to provide water service to proposed developments in the area.

Notice of Scoping for Franklin Water & Sewer Extension

Project Description: The Town of Franklin (“The Town”) proposes the construction of a new wastewater pump station on Murphy Rd and expansion of a water main (See Figure 2) to a previously approved project, as detailed in the following paragraph. The town plans on utilizing the $5 million Urban Act Grant allocated to the Town on March 31, 2022, to help fund the water extension and wastewater pump station construction.
The Route 32 and Murphy Road’s water and sewer extension were previously scoped in an Environmental Impact Evaluation (“EIE”) conducted by the Connecticut Department of Energy and Environmental Protection (“DEEP”) in 2017. The Connecticut Office of Policy and Management (“OPM”) concurred with the EIE on November 20, 2018, stating that the EIE satisfied the Connecticut Environmental Policy Act requirements.
Summary of proposed project changes: The wastewater pump station will have an average pumping capacity of 12,000 gallons per day. The Route 87 and Stockhouse Road’s water main is a new addition and will create a closed water main loop, connecting to an existing water main owned by Norwich Public Utilities on Stockhouse Road in Bozrah. The connection will allow for better flow and reduction of unnecessary maintenance. The water main will be 12” ductile iron pipe. Both the Town of Bozrah and Norwich Public Utilities are supportive of this water main extension.

Project Description: The $4,000,000 grant funds awarded in Round 20 of the Office of Brownfield Remediation and Development Municipal Grant Program will be used by the Town of Enfield for remediation activities on the 3.24-acre site, former home of the Bigelow Carpet Manufacturing Plant, at 33 North River Street in Enfield. The cleanup work will enable the construction of an approximately 160-unit multifamily residential complex and transit-oriented development.
