Project Description: The Town of Coventry would like to provide 21 developed and undeveloped parcels with access to public sanitary sewers.

Utilizing developer's agreements to pay for construction, Coventry intends to facilitate a low-pressure sanitary sewer system servicing 21 properties abutting Route 44 in Coventry.  An existing low-pressure sewer located in the Route 44 right-of-way at the Bolton town line would be extended for this purpose.  As owners of the properties in the service area wish to connect to public sewers, they would enter into a developer's agreement with Coventry, and pay for any construction needed to extend sewers up to and onto their properties. The owners would each purchase, install, and maintain a sewage grinder pump that meets Coventry and Bolton Lakes Regional Water Pollution Authority (BLRWPCA) specifications. Low pressure sewers would be installed in the right-of-way for Route 44. Wastewater would flow west through existing low pressure sewers in Bolton and gravity sewers in Manchester to the Hockanum River Water Pollution Control Facility for treatment.

Coventry will enter into an intermunicipal agreement with the BLRWPCA for the conveyance of wastewater in which Coventry will become a customer of the BLRWPCA, a flow allotment will be set, and fee schedules will be described.  The existing intermunicipal agreement between the City of Manchester and the BLRWPCA for disposal of wastewater will be modified to include the proposed sewer service area in Coventry. 

The proposed sewer expansion would extend approximately 2,000 feet into Coventry from the Bolton town line.  Estimated average daily flow from the area as it exists now is 9,329  GPD. With moderate development the estimated average daily flow would be 29,027 GPD.  The small increase in flow rate and resultant pressure that are anticipated will pose no adverse effect to the BLRWPCA system operation, as documented in a June 2018 Town of Coventry WPCA Engineering Report prepared by Nathan L. Jacobson & Associates, Inc. 

The proposed project is an economic development project.  It is not receiving any state or federal funds.  The main purpose of this action is to modify or supplement an approved Environmental Impact Evaluation and sanitary sewer service area developed for the BLRWPCA.  The BLRWPCA received funding from the State's Clean Water Fund to extend sanitary sewers around Bolton Lakes to address community pollution problems from substandard septic systems.  The existing funding agreement between the State of Connecticut and BLRWPCA will be modified to reflect the proposed sewer service area (a.k.a. Bolton Gateway Sewer Service District) in Coventry.

2. Notice of Scoping for Cove River Tide Gate Reconstruction Project.

Project Description: The Connecticut Department of Energy and Environmental Protection (CTDEEP) is administering a grant to the City of West Haven to replace the existing tide gates on the lower Cove River to increase coastal resiliency, mitigate stormwater flooding, and provide multiple environmental and recreational benefits.  The proposed project, funded by state bond funds, consists of removal of the existing, non-functioning tide gates at Ocean Avenue/ Captain Thomas Boulevard with new self-regulating and or traditional tide gates to be located somewhere on the reach of river between the existing tide gates at Ocean Avenue/ Captain Thomas Boulevard and the currently abandoned pedestrian bridge and former tide gate site at the mouth of the river.  The project includes rehabilitation of the pedestrian bridge, which is a component of the City's plan to revitalize the West Haven shoreline by connecting the public open spaces east and west of the Cove River with a multi-use trail, and the installation of a stone jetty slightly west of the mouth of the Cove River to prevent littoral drift from filling the river outlet.

CTDOT has taken all comments into consideration and has concluded that the project does not require the preparation of an Environmental Impact Evaluation (EIE) under CEPA.

1. Update for EIE Notice Published January 8, 2019: Final Environmental Impact Statement (FEIS) / Environmental Impact Evaluation (EIE) Publication for Resilient Bridgeport: Rebuild By Design and National Disaster Resilience Projects

Note this is not a new EIE notice. This notice serves as an update to the notice of the Draft EIS / EIE published on January 8, 2019 in the Connecticut Environmental Monitor. This notice announces the publication of the Final EIS / EIE for Resilient Bridgeport in the Federal Register on September 6, 2019, which will include the response to comments on the Draft EIS / EIE, a Preferred Alternative, and a Programmatic Agreement under the Section 106 process.

The Connecticut Environmental Policy Act establishes environmental policy for the State of Connecticut and requires an EIE for any state action that could affect the natural environment. In addition, the Proposed Action is considered a “major federal action significantly affecting the quality of the human environment”; therefore, it must comply with the requirements of the National Environmental Policy Act of 1969 (NEPA). As such, this EIE will jointly serve as an EIS and will meet NEPA requirements. CTDOH has prepared this Final EIS/EIE in accordance with the Council on Environmental Quality’s Regulations for Implementing the Procedural Provisions of NEPA (40 CFR Parts 1500-1508) and HUD’s Environmental Review Procedures for Entities Assuming HUD Environmental Responsibilities (24 CFR 58). Scoping for the Draft EIS / EIE formally began on February 27, 2018 when the Notice of Intent to Prepare an EIS was published in the Connecticut Environmental Monitor, which commenced a 30-day comment period to solicit public and agency input that lasted through March 28, 2018 and included a public scoping hearing on March 14, 2018. A notice of EIE was published for the Draft EIS / EIE in the Connecticut Environmental Monitor on January 8, 2019. Following the publication of the notice of availability of the Draft EIS in the Federal Register on February 1, 2019, a public hearing was held on February 26, 2019, from 6:00 p.m. to 8:00 p.m. at the University of Bridgeport Arts & Humanities Building, Schelfhaudt Gallery (84 Iranistan Avenue, Bridgeport, CT). The public hearing was followed by a design workshop. Comments on the Draft EIS / EIE were recorded at the hearing. Those who do did not wish to voice their comments publicly were offered an opportunity to provide a private written or verbal comment at the meeting, or to submit comments at any point during the public comment period that ended March 18, 2019 through the Resilient Bridgeport website (www.ResilientBridgeport.com) or by mail or email. Public comments received during the comment period are responded to in Appendix H of the Final EIS / EIE.

The study area for the Proposed Action is situated within the South End neighborhood of the City of Bridgeport (see linked Figures 1 and 2), a peninsula of the Connecticut coastal region located between Cedar Creek, the Long Island Sound, and Bridgeport Harbor. Overall, the study area is a cross section of the residential, institutional, utility, and recreational uses that define the South End neighborhood, all of which are susceptible to acute and chronic flooding conditions due to a combination of inadequate stormwater infrastructure in the area and its coastal location.

The purpose of the Proposed Action is to create a more resilient South End community, support its long-term viability, and improve health and safety for the community’s vulnerable populations. The principal targeted outcomes follow:

Lower the risk of acute and chronic flooding.

Provide dry egress during emergencies.

Educate the public about flood risks and sea level rise.

The Proposed Action will deliver additional benefits to the community, potentially unlocking development or public realm opportunities, enhancing connectivity between the South End and downtown Bridgeport (located north of the railroad and I-95), improving existing open space amenities, building up the resilience of local energy systems, and leveraging public investment in ongoing resiliency efforts through coordination with local stakeholders.

The Final EIS includes a Preferred Alternative, a response to public comments on the DEIS, and a draft Programmatic Agreement to resolve adverse effects to historic resources from the Proposed Action as part of the Section 106 process being done in coordination with the NEPA process. In response to public comment from residents, state agencies and the State Historic Preservation Office and feedback from property owners in the project area on the DEIS, the Final EIS Preferred Alternative (Alternative 1) for the north-south section of the alignment of the coastal flood defense system of the Flood Risk Reduction project closely follows the Eastern alignment option in the Draft EIS. The Preferred Alternative avoids an impact to the William Bishop Cottage Development Historic District along Main Street and of the alternatives evaluated in the Final EIS provides the largest area of flood protection and dry egress to the study area.

The Final EIS will be published in the Federal Register on September 6, 2019, starting a 30-day public comment period ending on October 7, 2019.
