Scoping Notices

"Scoping" is for projects in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

1. Notice of Scoping for New Parking Structure

Municipality where proposed project might be located: Hartford

Address of Possible Project Location: 10 Clinton Street

Project Description: The Connecticut Department of Administrative Services in conjunction with Connecticut Regional Development Authority proposes to construct a new shared-use multi-story parking structure for regional development.  Based on the results of a preliminary analysis, the preferred location for the parking structure is at 10 Clinton Street (the location of the former Connecticut Department of Public Health Laboratory), with possible alternate locations located at 129 Lafayette Street and at 100 Washington Street.  The proposed parking structure at 10 Clinton Street would be four to six levels above grade and designed to facilitate a minimum of 400 additional vehicles over the 71 presently provided by existing surface parking. 

This project is proposed in order to offset the projected loss of 350 surface parking spaces to the Capitol Region Development Authority for the purpose of housing or economic development that will occur consistent with Section 12 of Public Act 17-238.

2. Notice of Scoping for Crescent Crossings, Phase 1C

Municipality where proposed project might be located: Bridgeport

Addresses of Possible Project Locations: 252 Hallett Street, Bridgeport, CT 06608

Project Description: This project is the third phase of a new construction to take place on the 12.85-acre property formerly known as Father Panik Village. Demolition of existing buildings occurred in 1993. Scope of work includes new construction of 81 apartments and associated underground utilities, driveways, and landscaping. In total, all phases of construction will amount to approximately 330 new residential units. A very small portion of the subject site fall within the 100-year floodplain. An application for flood management approval is currently under review by CT DEEP. The site has been designed to mitigate effects of flood zones.

3. Notice of Scoping for Washington Village - Phase Two

Municipality where proposed project might be located: Norwalk

Addresses of Possible Project Locations: 0 Raymond Street, Norwalk, CT 06854

Project Description: Washington Village Phase Two is the demolitions of six existing buildings and the construction of a single new mid-rise building of 4 stories with 85 new mixed –income units. The site is a portion of the property at 0 Raymond Street, the existing Washington Village site. The sire requires abatement of hazardous materials in the existing buildings, as well as abatement of contaminated soils as detailed in the environmental reports.  Project has received required flood plain exemption from CT DEEP.

4. Notice of Scoping for Whiting Street Improvement Project

Municipality where proposed project might be located: Winsted

Address of Possible Project Location: Whiting Street from Main St. (Route 44) to Holabird Ave

Project Description: The Office of Policy and Management (OPM) is proposing to provide Responsible Growth and Transit-Oriented Development Grant funding to the Town of Winchester for the technical design and construction of improvements to Whiting Street between Main Street (Route 44) and Holabird Avenue.  The purpose and need of this project is to resolve issues related to chronic flooding, poor road conditions, poor pedestrian connectivity, parking issues and to calm traffic. 

The conceptual plan for this project includes improvements to the existing drainage, including repairing or replacing substandard basins and installing proper sumps, repaving the roadway, installing new sidewalks and lighting along the length of Whiting Street, and if feasible, installation of a bio swale. The Town is considering converting Whiting Street to a one-way road, which would allow for additional bike and pedestrian accessibility, and on-street parking. 

This project also proposes to remove invasive plants on the river side of the road, and replace with native plants.  With the exception of some possible outflow repairs, no excavation work will be done in, or within approximately 10 feet of, the river.  A Town of Winchester Inland Wetland and Watercourses Commission permit will be obtained for this project once the final engineering plans are complete.

Post-Scoping Notices: Environmental Impact Evaluation Not Required
 
This category is required by the October 2010 revision of the Generic Environmental Classification Document for State Agencies. A notice is published here if the sponsoring agency, after publication of a scoping notice and consideration of comments received, has determined that an Environmental Impact Evaluation (EIE) does not need to be prepared for the proposed project.

 


The following Post-Scoping Notices have been submitted for publication in this edition.

1. Post-Scoping Notice for Greater Waterbury-Naugatuck Valley Regional Industrial Park Expansion Project

Municipalities where project will be located:  Waterbury/Naugatuck

CEPA Determination:  On November 7, 2017, the Department of Economic & Community Development (DECD) published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor.  During the scoping period, the DECD received comments from the Department of Energy and Environmental Protection, the State Historic Preservation Office, and the Office of Policy and Management

The DECD has taken those comments into consideration and has concluded that the project does not require the preparation of Environmental Impact Evaluation under CEPA.

The agency's conclusion is documented in a Memo of Findings and Determination and the Environmental Assessment Checklist.

What happens next:
 
The DECD expects the project to go forward. This is expected to be the final notice of the project to be published in the Environmental Monitor.

   

2. Post-Scoping Notice for Bunker Hill Water Main and Sewer Extension

Municipality where project will be located: Watertown

CEPA Determination: Watertown Water and Sewer Department (WWSD) submitted a funding application to the Department of Public Health (DPH) for a water main extension in the Bunker Hill area of Watertown.  The WWSD concurrently submitted a Preliminary Engineering Report to the Department of Energy and Environmental Protection (DEEP) for a sewer extension in the same area in anticipation of applying for Clean Water State Revolving Funds.  Scoping for the sewer project  began on February 7, 2017 and ended on March 10, 2017.  Scoping for the water project  began on April 4, 2017 and ended on May 5, 2017. Subsequent to these individual postings, the DPH and the DEEP provided an additional comment period because the projects are proposed to be implemented simultaneously.  The joint Scoping with the DPH as the Sponsoring Agency began on June 6, 2017 and ended on July 6, 2017.

The DPH provided comments to the DEEP on March 1, 2017 and received comments from DEEP on May 3, 2017. The Office of Policy and Management provided comments to the DEEP on March 10, 2017, the DPH on May 5, 2017 and commented on the joint scoping notice on July 6, 2017

Following the joint Scoping period, the Watertown Water and Sewer District chose to withdraw its application for funding from the DPH’s Drinking Water State Revolving Fund and did not pursue funding through the DEEP’s Clean Water State Revolving Fund.  Since this project is no longer being implemented with State funding, no further documentation through CEPA is required.

3. Post-Scoping Notice for Tylerville Water Main Project

Project Title: Tylerville Water Main Project

Municipality(ies) where project will be located: Haddam and Chester

CEPA Determination:  On June 6, 2017 the Department of Energy and Environmental Protection (DEEP) published a Notice of Scopingto solicit public comments for this project in the Environmental Monitor.  Based on agency and public comments received between June 6 and July 10, 2017 and at the public hearing/ scoping meeting held on June 21, 2017, it has been determined that the project does not require the preparation of the Environmental Impact Evaluation under CEPA.

The agency’s conclusion is documented in a Memo of Findings and Determination and an Environmental Assessment Checklist

After Scoping, an agency that wishes to undertake an action that could significantly affect the environment must produce, for public review and comment, a detailed written evaluation of the expected environmental impacts. This is called an Environmental Impact Evaluation (EIE).
