Title: CCH and AFIS Replacement Project
Summary: The overall strategy that DESPP continues to follow is a comprehensive update of criminal identification and disposition history databases coupled with automation of internal and external processes.  The Connecticut Department of Emergency Services and Public Protection (DESPP) is seeking assistance under NCHIP 2016 to support its CCH and AFIS replacement projects with resources dedicated to the testing, interface development, staff training, project management and independent verification and validation of project deliverables.

To ensure the success of both the CCH and AFIS replacement projects, DESPP is seeking NCHIP 2016 funding for technical resources to address a number of technical project related activities for both the CCH and AFIS replacement projects. These include requirements and design facilitation between DESPP and the chosen vendors, interface development, resources devoted to supporting testing and training during the installation and implementation of the new systems, independent validation and verification of all system components and requirements, as well as continued project management through the life of the projects. Due to the timing issues the projects will run parallel and require additional business analyst support across multiple areas during project implementation.

Title: Arrest Processing and Disposition Reporting
Summary: The State of Connecticut Judicial Branch is seeking funds under the 2016 National Criminal History Improvement Program (NCHIP) to improve the completeness, automation, and transmittal of relevant court records to state and federal systems so that court records are accessible to NICS for use in completing firearms eligibility determinations.

Funds provided under NCHIP 2016 will provide an opportunity to ensure that the Judicial Branch, for 2017 and beyond: (a) has dedicated resources to assist with linking the criminal disposition module to other systems that are critical to the arrest to disposition lifecycle; and (b) is positioned to supply criminal data to DESPP and other agencies.
