Title:
Requirements Development and NFF Planning for New Criminal History System (CCH Requirements)
Summary:
As a part of a comprehensive strategy to modernize its criminal identification and disposition history databases, the Connecticut Department of Emergency Services and Public Protection (DESPP) is seeking assistance under NCHIP 2014 to develop a detailed plan and set of business requirements for an NFF-compliant criminal history system. The State has already approved the allocation of $2M in state bond funds for this project. To ensure the success of this project, DESPP seeks to fund a project manager to develop an NFF compliance plan and a set of detailed business requirements for the new criminal history system.

Title:
Criminal Disposition Module (Phase 3)
Summary:
The State of Connecticut Judicial Branch is seeking funds under the 2014 National Criminal History Improvement Program (NCHIP) to improve the completeness, automation, and transmittal of relevant court records to state and federal systems so that court records are accessible to NICS for use in completing firearms eligibility determinations. With assistance under the 2011 and 2012 National Instant Criminal Background Check System (NICS) Act Record Improvement Program (NARIP 2011 and NARIP 2012), the Judicial Branch has undertaken and completed a portion of the work needed to modernize the Criminal Motor Vehicle System (CRMVS), the primary system used by the state of Connecticut for the accurate and timely reporting of disqualifying records to NICS. This request for funding under NCHIP 2014 will move the ongoing project forward into the next critical phase: the development of a modern database and user interface to record and disseminate criminal dispositions and mental health adjudications. As a result of the proposed improvements to the CRMVS and criminal disposition records made through the NCHIP 2014 project, new and previously unavailable types of disposition and mental health adjudication records will be made available for state and federal firearms background investigations.

Title:
Civil Protection Orders
Summary:
The State of Connecticut is now planning to develop a new process that will enable an alleged victim of stalking or sexual assault to petition the court for a an order of protection, when there is no indication of a family relationship between the parties. Based on an assessment of similar proceedings in others state, Connecticut officials estimate that the new civil court process may result in the issuance of 4,000 additional orders of protection each year. The Judicial Branch is seeking assistance under 2014 NCHIP to make the additional protection order information available in NCIC by completing the following activities (1) Reprogram the Protection Order Registry to accommodate the new protection order records; (2) Reprogram the Registry’s computer exchanges to enter the new records in NCIC; and (3) Promote high quality records in the Registry and NCIC.
