State Trooper Charged with Workers' Compensation Fraud, Larceny

A Moosup man was arrested today and charged with illegally collecting Workers' Compensation benefits while being employed as a Connecticut State Trooper.

 KEVIN MOORE, age 41, of 21 Simmons Avenue, Moosup, was arrested by Inspectors from the Workers Compensation Fraud Control Bureau in the Office of the Chief State's Attorney on a warrant charging him with one count of Fraudulent Claim or Receipt of Benefits and one count of Larceny in the First Degree by Defrauding a Public Community.

 According to the arrest warrant affidavit, in July of 2019, Moore sustained an injury to his back in the performance of his duty.  He was subsequently placed in a Temporary Total Disability (TTD) status by his treating physician.  TTD is essentially wage replacement benefits paid by the employer's workers' compensation insurance carrier, which in this case is the State of Connecticut, while the claimant is unable to perform any type of work due to a work related injury or illness.

 From November of 2019 to February of 2020, Gallagher Bassett Investigative Services (GBIS) surveillance was conducted on Moore to determine if he was exceeding the physical limitations set forth by his physician.  It was determined that while out on Workers' Compensation benefits from his job as a State Trooper, Moore owned and ran a T-shirt silk screening business, Four82 Designs, for which he received payment for T-shirts he supplied.  

 Gallagher Bassett determined that in the period of time from November 2019 to May of 2020, Moore received approximately $47,000.00 to which he was not entitled.

 Moore was released on a written promise to appear in court and is scheduled to appear in Hartford Superior Court, G.A. No. 14, on July 30, 2020.  The charges are merely accusations and he is presumed innocent until and unless proven guilty beyond a reasonable doubt.

 The case will be prosecuted by the Workers' Compensation Control Unit.
