Office of the Inspector General Investigating Death of New York Man While In Custody of the Manchester Police Department

 

The Office of the Inspector General is investigating the death of Joseph Torrice who was found unresponsive while in the custody of the Manchester Police Department on July 10, 2022.

On July 8, 2022, Manchester police officers arrested Torrice on charges of Interfering with Police, Possession of a Controlled Substance and Possession of Drug Paraphernalia. He also had an extraditable warrant out of Dutchess County, New York for charges of Burglary and Larceny. Torrice’s last known residence was in Dutchess County. 

On July 10, 2022, Torrice suffered a medical episode. Manchester police rendered aid to Torrice until the arrival of Manchester Fire Department personnel. Torrice was transported to Hartford Hospital and was being treated in the Intensive Care Unit until his death on July 18, 2022.

The Connecticut State Police Eastern District Major Crime Squad is investigating and an autopsy by the Office of the Chief Medical Examiner is pending.
