Commission on the Standardization of Evidence in Sexual Assault Investigations

Minutes of Meeting
June 18, 2012

In Attendance: Amy Sedensky, Waterbury State’s Attorney’s Office (Acting as Chair until the arrival of Maureen Platt), Cynthia Serafini, Michelle Noehren, Marielle Daniels, Brian Narkewicz, Linda Cimino, Laura Cordes, Denise Covington, Maureen Platt (arrived approx. 3:30).

The meeting was called to order at 3:04 pm.

A Motion was made to accept the minutes from the March 12, 2012 meeting which was seconded and passed.

Denise Covington from the Sexual Assault Forensic Examiner (SAFE) Program gave a detailed and highly informative presentation about the newly acquired SDFI photography equipment designed to more accurately record the injuries of victims of sexual assault.

Other matters were discussed included:

(1) A possible amendment to the current Technical guidelines concerning law enforcement responsibility for anonymous kits where the location of the Health Care Facility is different from the location of the assault.

(2) The need to further discuss and refine reimbursement rates for examinations of child victims of sexual assaults was also discussed.

(3) The newly passed Amendment to Connecticut General Statutes Section 19a-112a which makes the Office of Victim’s Services responsible for the payment of costs associated with forensic interviews of child victims of sexual assault under certain circumstances was also discussed.

(4) The possibility of calling a special meeting for discussing these matters was discussed.

The Meeting was adjourned at 4:20 pm.
