The meeting was called to order at 3:03 p.m.

The minutes from the September 24, 2012, and November 5, 2012, meetings were reviewed and accepted.

Denise Covington updated the group with a report on the Sexual Assault Forensic Examiner/Sexual Assault Nurse Examiner (SAFE/SANE) Program. The program has treated approximately 200 patients per year. Several possible revisions were discussed to the Technical Guidelines and Kit Instructions. It was agreed that Linda Cimino and Denise Covington will draft proposed revisions and present the information to the Commission for discussion and a possible vote at the March meeting.

Anna Doroghazi updated the group on the Sexual Assault Exam Training Video and Material Project. The group will begin meeting in January and will work on producing a new video and training materials. Funding has been provided for the project and it will be completed by June 2013. Anna asked that anyone interested in participating in this project should contact her.

It was agreed that any further discussion about increased funding for providers of examinations pursuant to Connecticut General Statutes section 19a-112a should be tabled until the June 2013 meeting.

The Commission agreed that a subcommittee should be formed to study and make recommendations on the issue of whether a SAFE/SANE can or should perform examinations on an unconscious or intoxicated victim, and the procedure to be followed when a victim has indicated that she/he wishes that the kit remain anonymous at the emergency department. It is hoped that several Commission members will volunteer to serve on this subcommittee and the first  meeting will be held in January.

  • December 9, 2013

All meetings will be held from 3 to 4:30 p.m. at the Office of the Chief State's Attorney, 300 Corporate Place, Rocky Hill.
