Chief State's Attorney's Meeting

The meeting started at approximately 12:35 p.m. The minutes from the August 25, 2009, meeting were reviewed and unanimously approved.

State's Attorney Patricia Froehlich led a discussion concerning victim issues, including issues regarding notice of habeas and appellate matters. The State's Attorneys agreed to invite Attorney Erika Tindill, Executive Director of the Connecticut Coalition Against Domestic Violence, to an upcoming State's Attorneys' meeting to discuss further victim issues.

Witness Protection Coordinator Tracey Kelly made a brief presentation on witness protection issues, including certification procedures and new forms.

Deputy Chief State's Attorney Leonard Boyle discussed notification procedures as they relate to the Connecticut State Police Major Crime Squad's assistance at crime scenes and with investigations. He advised those present of the availability of seats at an upcoming White Collar Crime training session and also discussed firearms training.

Chief State's Attorney Kevin Kane asked that the State's Attorneys carefully review each request to retain expert witnesses in light of recent budget constraints. He also discussed the Division's overall budget. Each State's Attorney was asked to analyze the personnel needs in their Judicial Districts and to request only the filling of the most critical positions.

Executive Assistant State's Attorney Michael Gailor advised that the Forensic Lab can accommodate requests by defense experts to watch DNA testing via a closed circuit connection. Defense experts will not be allowed into the actual testing areas due to contamination risks.
