Information for ARPA Right to Read Grant Recipients

To All 2023 ARPA Right to Read and 2024 ARP ESSER Small Town Right to Read Grant Recipients: 

Revisions to the ARPA Right to Read Grant application must be completed in eGMS by Friday, December 6, 2024. The deadline for purchases is Tuesday, December 31, 2024. Fund requests may be submitted in 2025.

Revisions to the ARP ESSER Right to Read Grant application must be completed in eGMS by Friday, October 4, 2024. The deadline for purchases is Wednesday, October 30, 2024. Fund requests may be submitted in 2025.

Please note that the Project Description, Program Details, Equity Efforts, and Budget sections of the applications must match the fund requests including the names and publishing dates of the models, programs, and assessments being purchased. Phrases such as “purchasing CT-approved” and “waiting on waiver results” must be updated. Additionally, ensure that the Budget section accurately reflects all fund request submissions.


The CSDE has allocated over $20 million dollars of ARPA funds to support all local and regional boards of education for the purpose of addressing educational disparities and supporting scientifically based, evidence-based literacy teaching and learning in grades kindergarten through three (Grades K-3). Funds are available to districts through the ARPA Right to Read Grant.

ARPA Right to Read Grant recipients will be required to complete an ARPA-Right to Read Application by December 29, 2023. Additionally, ARPA Right to Read Grant recipients are required to:

  • Use the funds to support approved, evidence-based, scientifically based Grades K-3 universal screening reading assessments, Grades K-3 reading core comprehensive curriculum models and programs, and associated vendor-provided professional learning; and
  • Establish a district leadership literacy team that will attend 10 days of professional learning provided by the Connecticut Literacy Model (CTLM) team pertaining to the science of reading and the creation of a district literacy plan.

Submitting Your Fund Requests

When submitting your fund requests for the 2023 ARPA Right to Read Grant or the 2024 ARP ESSER Small Town Right to Read Grant, please upload the following to eGMS:

  1. a computer-generated report from your accounting system (e.g., MUNIS, PowerSchool, etc.) in which all necessary payments and expenditures are included. Additionally, please confirm that the sum of the amounts on the report equal the total expenditures of the grant request before submitting.
  2. A copy of the invoice from the vendor detailing the purchases for which you are requesting reimbursement. 

Submitting your fund requests in this way will preclude the need for further supporting documentation (e.g., checks, purchase orders, etc.).

Please be advised that an EXCEL worksheet does not in and of itself constitute supporting documentation and does not replace a report run from an accounting system.
