What is a Certificate of Need?
The Certificate of Need program requires certain types of healthcare providers to get state approval before making major changes in the healthcare landscape. These changes include, but are not limited to:
- Establishing certain new healthcare facilities
- Certain ownership transfers
- Significant investments in certain new equipment or facilities
- Certain other changes affecting access to services
- Terminations of services

OHS’ Health Systems Planning unit administers the CON program per Connecticut General Statute (C.G.S.)§19a-612d. This is a regulatory process for certain projects described in C.G.S. § 19a-638 that affect the healthcare market. C.G.S. § 19a-639 guides OHS’ analysis of proposed healthcare projects and their impact on the community. C.G.S. Chapter 368z contains a number of other statutes relevant to the CON process.
