Certificate of Need Data and Metrics

As of January 2, 2025, the following data is comprised of the total number of new Certificate of Need (CON) applications received between the calendar years 2021-2024. The data is further broken down to illustrate the type of CON applications received annually and the timing of applications being processed. The timing of applications only contains data from closed applications. Data will be updated for prior years as the dockets close.

OHS will update this information quarterly sharing up-to-date data, as well as historical perspective. Please note, the data will change as the applications that remain open through the process.

Median Day Processing
This table illustrates the median length of time (days) for a CON application to be processed in calendar years 2021-2024 (year to date). Significant improvements have been achieved since 2021 including: a 33% reduction in the number of days between application filing and when the application was deemed complete; a 68% reduction in the number of days between applications being deemed complete to hearing date and a 64% reduction in the number of days between application filing and final action.

This table illustrates the type of filings OHS received from 2021-2024. CON applications are categorized by the following types: Termination, New Technology, Behavioral Health/Mental Health (BH/MH), Hospital Acquisition, Increase Operating Room, Establishment of Healthcare Facility, Change of Ownership, Imaging, and Bed Capacity.

*New Tech. includes applications filed under C.G.S. § 19a-638(a)(13)
** BH/MH is defined as an establishment of a new health care facility for behavior or mental health including substance abuse

For applications received from 2021-2024, 40% of applications were resolved through an Agreed Settlement, 25% were approved, 5% were denied, 7% were withdrawn, and 25% are currently in progress.
