The All-Payer Claims Database (APCD), created by law in 2012, is Connecticut’s hub for insurance claims. Analysis of claims data helps to improve health and healthcare delivery in Connecticut by supporting policy and research that address healthcare delivery concerns.

Any state agency, insurer, employer, healthcare provider, consumer, or researcher can request APCD data for evaluating healthcare services utilization, costs, or quality.

CT’s All-Payers Claims Database (APCD) contains over one billion healthcare records from insurers. These records include medical and pharmacy claims, plus patient eligibility and provider information.

All insurers covering 3,000+ people need to submit data to the APCD according to Public Act 12-166. As of 2023, this includes Medicaid and Medicare as well as the following commercial payers: Aetna, Anthem, Caremark, Cigna, ConnectiCare, Express Scripts, Harvard Pilgrim, Healthy CT, UnitedHealthcare, and WellCare
