HUSKY D, also known as Medicaid for low-income individuals, provides public health insurance to Connecticut residents ages 19-65 without dependent children.

Eligibility
Who is eligible?
Connecticut residents ages 19-65.
- Without dependent children
- Who do not qualify for HUSKY A
- Who do not receive Medicare
- Who are not pregnant
- Who have an annual or monthly income under the HUSKY D income limit
Documents and Information You Need to Apply
You may be asked to provide the following:
- Full names of family members
- Dates of birth
- Social Security Numbers (if available)
- Tax filing status
- Income information
- Connecticut address
- Other health insurance information
How to Apply
- Apply online: Create an account and apply online through Access Health CT
- Apply by phone: Call Access Health CT at 1-855-805-4325
- Apply by mail: Complete the paper application ‘AH3’ and mail it to Access Health CT, P.O. Box 670 Manchester, CT 06045-0670
- Apply in person at a local DSS Regional Office (please note that you may have to wait to see a worker). See a list of local offices here.

DSS field offices are open Monday, Tuesday, Thursday, and Friday, from 8-4:30 p.m. (closed on Wednesdays). The DSS Client Information Line & Benefits Center phone line can be reached by calling 1-855-6-CONNECT (1-855-626-6632). Phones are open Monday, Tuesday, Thursday, and Friday, from 7:30 a.m.-4:30 p.m.
