HUSKY Health Beneficiary Advisory Council and HUSKY Health Medicaid Advisory Committee 

Overview

The Centers for Medicare and Medicaid Services (CMS) through the State Plan requirements established the “Medicaid Advisory Committee (MAC) with a dedicated Beneficiary Advisory Council (BAC) comprised of current and former Medicaid beneficiaries, their family members, and caregivers, to advise the State Medicaid agency on matters of concern related to policy development, and matters related to the effective administration of the Medicaid program.”

HUSKY Health Beneficiary Advisory Council (BAC)

The Beneficiary Advisory Committee (BAC) provides a platform for HUSKY Health members along with their families and caregivers to contribute their perspectives and experiences with HUSKY Health (the Connecticut Medicaid program). The council provides input and recommendations on key issues such, as “quality of services, access to services, beneficiary and provider communications, eligibility, enrollment, and renewal processes, and other issues that impact the provision or outcomes of health and medical care services.”

This voluntary member-only advisory group is comprised of current and former Medicaid beneficiaries and their family members and caregivers (paid or unpaid). BAC members must be 18 years old or older to participate.

Individuals can apply to be on the Beneficiary Advisory Council (BAC) by completing the online application. DSS will also make paper applications available upon request. Email Talitha.Coggins@ct.gov to request a paper application. Paper applications should be returned to:

Selection

The Department of Social Services will convene a review committee to evaluate applications and recommend individuals who represent a broad range of perspectives, experiences and knowledge of the health and social needs of Medicaid beneficiaries.

Recommendations for appointments to the BAC and MAC will be reviewed by the agency, which will make final selections and notify selected candidates electronically or in writing.

HUSKY Health Medicaid Advisory Committee (MAC)

The purpose of the Medicaid Advisory Committee (MAC) is to advise the HUSKY Health program on matters related to policy development and effective administration of HUSKY Health, Connecticut’s Medicaid program. MAC members are comprised of HUSKY Health members, clinical providers, Connecticut state agencies serving Medicaid beneficiaries, representatives from Administrative Service organizations and organizations that serve HUSKY HEALTH members.

MAC members are appointed by the DSS Commissioner based on qualifications.
