CT Medicaid Enterprise Technology System (CT METS)

Program Goals

Over one-quarter of Connecticut residents rely on the programs and services provided by the Department of Social Services (DSS).  The mission of DSS is to create a state where all people are healthy, secure, and thriving. The CT METS Program goals have always aligned to the key priorities of DSS so that its mission to members, providers, business partners, and constituents may be realized.

CT METS will build technology solutions that streamline HUSKY Health business processes and align information systems within and outside of the agency to form a modular Medicaid Enterprise System.  Collectively, the entities, business processes, information (data), and information systems which support the administration of the HUSKY Health Program encompass the Medicaid Enterprise System. By improving the technology and tools that support how providers, partners, and members access and handle healthcare information, together we can continue to advance our goals for a healthier Connecticut. 

Goal 1:  Whole person-centered service delivery 

Solutions shall aim toward:

  • A unified, team-based care management capability with cross-system communication and interoperability.
  • A unified web-based portal for members integrating information from multiple member ports for easy and secure access to up-to-date information.
Goal 2:  Streamlined provider supports and data analytics to  promote quality outcomes for Medicaid members 

Solutions shall aim toward:

  • A unified web-based provider portal integrating information and functions from multiple existing provider-related portals and information sources
  • Increased automation of processes
  • Advanced data analytics for healthcare decisionā€making
Goal 3: Strengthened program integrity, financial, and  contract management functions 
Solutions shall aim toward:
  • Advanced data analytics to enhance fraud and abuse detection capabilities
  • Expanded contract management capabilities to manage multiple vendor relationships
  • Streamlined financial and CMS reporting functionality
 Goal 4: Transformed tools and technology to support  efficient program capabilities

Solutions shall aim toward:

  • Increased automation of manual processes enabling business process efficiencies
  • Advanced analytic capabilities for informed program decision-making
  • Enhanced key performance indicator mechanisms to measure impact of change
Goal 5: Modernized technical platform that improves  operations and conforms to federal standards 

Solutions shall aim toward:

  • Application of emerging technologies and evolving industry standards to support integrated agency/partner program innovation
  • Reusing available federally certified module solutions reducing development tasks and costs
  • Meeting CMS interoperability standards by developing integrated operation solutions that will be utilized by multiple agencies and partners
