CSG Government Solutions   partners with Connecticut’s Medicaid Enterprise Technology System (CT METS) to deliver expert project portfolio management and Organizational Change Management (OCM) services. The PMO oversees every aspect of project management, including status reporting, integrated schedule management, tracking risks, issues, and supporting DSS mitigation plans, while ensuring adherence to industry best practices. Additionally, the PMO provides Medicaid functional and technical Subject Matter Experts (SMEs) to review contractor documents and support the Centers for Medicare and Medicaid Services (CMS) certification process.

CSG’s OCM services cover program-wide stakeholder communications to foster stakeholder engagement and adoption. Additional services include developing and implementing a Change Champion Network (Change Champion Network), ongoing stakeholder engagement, and maintaining an active stakeholder register.

Data Governance (DG)

Enterprise Technology System (CT METS) Program in collaboration with staff of the DSS Business Intelligence + Analytics Division, the DSS Data and Governance Committee (DGC), to enhance enterprise data governance, quality, and management standards.  Deloitte  provides subject matter expertise to support the development and implementation of enterprise-wide governance policies, frameworks, and best practices. This work includes assessing data governance structures, defining data ownership and access models, and establishing compliance standards aligned with state and federal regulations.

Deloitte also supports the integration of data governance activities across DSS divisions and CT METS programs, promoting consistent governance processes, data-sharing protocols, and oversight mechanisms. These efforts help DSS improve data integrity, security, and usability, enabling more effective decision-making and operational efficiency across the agency.

Enterprise Care & Case Management

Deloitte is designing, developing, and implementing the Salesforce-based   Enterprise Care and Case Management (ECCM) solution ,  leveraging their LTSS framework and Accelerator. ECCM follows a hybrid agile approach and replaces the legacy My Community Choices (MCC) system. ECCM includes functional modules, such as Case Management, Reporting &Analytics, and Authorize Referral. 

The ECCM solution includes a member portal for unauthenticated referrals and a worker portal to support the following programs:

  • Community First Choice (CFC)
  • Connecticut Housing Engagement and Support Services (CHESS)
  • Money Follows the Person (MFP)

The ECCM enables the Department to coordinate and manage the care of Medicaid beneficiaries with complex health needs. Transitioning to the new system automates processes, reduces manual workloads, enhances operational efficiencies, and improves stakeholder satisfaction and accessibility.

Independent Verification & Validation (IV&V)

The Independent Verification and Validation (IV&V) Scope of Work includes the contractor’s independent and unbiased reporting and evaluation for project progress to the Centers for Medicare and Medicaid Services (CMS). The IV&V contractor is a third-party entity providing unbiased oversight.

The contractor monitors and makes recommendations that support overall quality assurance to the program.

Enterprise Data Warehouse & Analytics (EDW&A)

Optum Government Solutions partners with the Connecticut Department of Social Services (DSS) to support the Medicaid Enterprise Technology System (CT METS) through delivery of Enterprise Data Warehouse and Analytics (EDW&A) services. As the EDW&A module vendor, Optum collaborates with systems integrators, MMIS, and SIP vendors, and other CT METS stakeholders to implement a comprehensive solution for enterprise data storage, reporting, and analytics.

Optum’s EDW&A platform—Optum Performance Analytics for Health and Human Services™—is designed specifically for state government environments. It applies federal and state-specific security and privacy standards and is built using modular, cloud-native and cloud-enabled technologies. Technical & Strategic Program Advisor

As a Technical and Strategic Program Advisor, KPMG provides technical advisory, strategic planning, and requirements analysis services to support the CT METS program.  Their team of management, technical, and functional subject matter experts assists with establishing the initial roadmap, prioritization, planning, procurement, and implementation of Modular Medicaid Enterprise (MME) modules. Additionally, KPMG supports Advanced Planning Document (APD) content development, RFP/procurement development, policy and program outcome assessment, and enterprise architecture
