Can I get free or low-cost spay and neuter services in Connecticut?

Animal Population Control Program (APCP)

The Animal Population Control Program provides vaccination and spay/ neuter vouchers for:

  • Qualifying low-income pet owners.
  • Any dog or cat adopted from a municipal impound facility. The voucher is given at the time of adoption.

Please note, due to overwhelming interest, applications for the Low-Income Program are closed for the fiscal year 2026. Please check back for reopening dates.

Who is eligible?

To qualify, recipients must be Connecticut residents and receive benefits from one of five programs through Department of Social Services at the time of application:

  • Supplemental Nutrition Assistance Program (SNAP)
  • Husky A, C, or D (Medicaid)
  • State Administered General Assistance (SAGA)
  • Temporary Family Assistance (TFA)
  • State Supplement

What’s included with the voucher?

Vouchers are issued electronically and valid for 60 days. The voucher provides two vaccinations and:

  • For female dogs: A one-time sterilization benefit of $200.
  • For male dogs: A one-time sterilization benefit of $180.
  • For female cats: A one-time sterilization benefit of $120.
  • For male cats: A one-time sterilization benefit of $80.

Municipal Pound Pet Program

Connecticut residents who adopt a dog or cat from a municipal pound also qualify for a spay/ neuter/ vaccine voucher.

  • Residents pay a fee of $45.00 at the time of adoption and receive the voucher in return.
  • The voucher can be redeemed at participating veterinary practices only (PDF), so make sure to check before scheduling your appointment.

Feral Cat Program Grant

APCP also provides The Feral Cat Grant Program to assist CT non-profit rescue groups with the sterilization and vaccination of feral cats.
