Project Description:
The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve a Title V permit renewal 4 to The New York Presbyterian Hospital for their existing New York Presbyterian Hospital (the “Facility”) located at 622 West 68th Street, New York, NY 10032. The Facility is considered a General Medical & Surgical Hospital and is noted as the Hospital’s Uptown Campus.
Renewal 4 addresses the continued operation of a few emission sources including four (4) large size dual fuel boilers which fire distillate oil (No. 2) and/or natural gas. Two of these four boilers are 150 MM Btu/hr Combustion Engineering/VP-12W (Emission Sources 00004 & 00005); the remaining two are 137.8 MM Btu/hr Babcock & Wilcox boiler (Emission Sources 00008 & 00009). These four (4) boilers exhaust into a single stack.
All four boilers are subjected to 6 NYCRR Subpart 227-2 NOx limit of 0.15lb/mmBTU. Additionally, the two low heat release Babcock & Wilcox boilers are subject to 40CFR60 Subpart Db NOx limit of 0.1 lb/mmBTU. The draft permit continues to include compliance testing, monitoring and reporting requirements for NOx RACT affected stationary combustion installation.
The facility-wide NOx emissions will continue to remain under the 173.37 tpy limit to keep its stationary sources’ emissions below the applicability thresholds for New Source Review NYCRR Subpart 231-2. These boilers are also subjected to 6NYCRR 225 and 227 requirements for sulfur fuel content, particulate matter, and opacity. In addition, Renewal 4 includes the continued operation of exempt sources including eight (8) emergency generators, eighteen (18) water cooling towers, thirteen (13) fuel oil storage tanks and several fume hoods. Other applicable federal requirements include 40 CFR 60 Subpart IIII and 40 CFR 63 Subpart ZZZZ. The Title V permit contains a complete listing of the applicable Federal, State and compliance monitoring requirements for this facility, its emission units and emission points.
In addition, Renewal 4 includes the continued operation of exempt sources including eight (8) emergency generators, eighteen (18) water cooling towers, thirteen (13) fuel oil storage tanks and several fume hoods.
Pursuant to the requirements of Section 7(2) of the Climate Leadership and Community Protection Act (CLCPA), the Department has requested and received information regarding the project’s consistency with CLCPA.
In accordance with 6NYCRR Parts 621.7(d)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. State Environmental Quality Review (SEQR) Determination
Project is not subject to SEQR because it is a Type II action.

State Historic Preservation Act (SHPA) Determination
The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.
DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)
It has been determined that the proposed action is not subject to CP-29.
