DEEP headquarters at 79 Elm Street in Hartford is currently closed due to recent water damage impacting multiple areas of the building. We are working to remediate the situation and get the building back open to staff and the public as soon as possible. While the building is closed, Staff continue to work either remotely or in alternate locations. Notice of Public Hearing and Comment Period

RE: Renewal of the Title V Operating Permit for the State of Rhode Island, Department of Administration, Pastore Center, Howard Avenue, Cranston, RI 02920

Pursuant to the provisions of Chapter 23-23 of the Rhode Island General Laws and “Operating Permits”, 250-RICR 120-05-29, notice is hereby given that a Public Hearing will be held in Room 300 at the Rhode Island Department of Environmental Management’s offices, 235 Promenade Street, Providence, Rhode Island on Wednesday, 25 February 2026 at 4:00 PM, at which time the Office of Air Resources will offer an additional opportunity for the public to be heard on this matter. 

On 06 November 2025, the Office of Air Resources published a notice offering the public an opportunity to comment on the draft Title V Operating Permit renewal for the State of Rhode Island, Department of Administration, Pastore Center. The initial comment period closed on 08 December 2025. The Office of Air Resources received requests for a public hearing on 06 and 07 December 2025. As a result of the request, the Office of Air Resources is extending the public comment period until the close of the public hearing on Wednesday, 25 February 2026. The draft operating permit is being offered for an extended period of public comment in accordance with 250-RICR-120-05-29.13.2(G). 

An Operating Permit consolidates all applicable air pollution control requirements for the stationary source into a single federally enforceable document and clarifies all applicable requirements including emission limitations, and operating, monitoring, testing, recordkeeping and reporting requirements. The State of Rhode Island's Operating Permit Program has been approved by the U.S. Environmental Protection Agency.

Written comments, to be considered part of the record, must be submitted during the public comment period which has been extended until the close of the public hearing on Wednesday, 25 February 2026. Written comments may be submitted to the following before the close of the comment period:
