Notice of Intent to Issue a Modification of the Beneficial Use Determination Authorization issued to Ernest Joly & Sons, Inc. for the reuse of drinking water treatment residuals
The Commissioner of the Department of Energy and Environmental Protection, pursuant to Connecticut General Statutes Section 22a-209f (b) hereby gives notice of intent to issue a Modification of the Beneficial Use Determination Authorization (BUD-003) issued to Ernest Joly & Sons, Inc., 32 Beatrice Avenue, Danielson, Connecticut, (“the Applicant”) for the reuse of drinking water treatment residuals based on Application No. 201910691, received on September 17, 2019.
BUD-003 currently authorizes the receipt and processing of aluminum-based drinking water treatment residuals (alum residuals). Joly uses the alum residuals as a soil amendment, which is blended with compost, loam and other soils at their facility to produce a topsoil product for distribution. The Modification of BUD-003 will allow the Applicant to receive and process ferric- based drinking water treatment residuals as a soil amendment for the same process. This Modification of BUD-003 will expire on September 22, 2021.

Copies of the application and the draft Beneficial Use Determination Authorization that normally would be available for inspection at the Department of Energy and Environmental Protection, Bureau of Materials Management and Compliance Assurance, Waste Engineering and Enforcement Division, 79 Elm Street, Hartford, CT from 8:30 a.m. to 4:30 p.m. Monday through Friday and at other times by appointment, may be available once DEEP opens to the public. All interested persons are invited to express their views on the intent to issue the Modification of the Beneficial Use Determination Authorization. Written comments should be directed to Robert C.
