River and Stream Regulations


Please note: This page has been updated to support the changes to sportfish regulations in the inland district, which take effect on January 1, 2026.

Determining fishing regulations is a simple two-step process:

  1. Check the species regulation page for general statewide Species, Legal Methods, and Daily Creel Limits regulations.
  2. Look up the waterbody in this alphabetical list of rivers and streams to find any special regulations that apply. If the water is not listed or if there are no special regulations, then the statewide regulations apply.

Effective January 1, 2026 - All trout must be 9 inches or larger to keep. (Statewide 9 inch minimum length).

Effective on 12/27/2022: From March 1 until 6:00 am on the second Saturday of April, trout fishing in rivers and streams, except for sections designated as "tidal waters and tributaries" or "Sea-run trout streams", is catch and release only. Please refer to specific waters for regulations outside of this date range.

Examples of management categories which have special regulations:

  • Trout Management Areas (TMA): High quality trout fisheries in rivers and streams offering year-round or partial year catch and release fishing.
  • Trout Parks: Easy to fish, frequently stocked until mid-May, with some stocked in the fall.
  • Trophy Trout Areas: Stocked with a higher proportion of fish that are larger than 12 inches.
  • Sea-run Trout Streams: Areas where brown trout are known to migrate (or may have historically) to and from Long Island Sound.
  • Wild Trout Management Areas (WTMA): There are three classes of WTMAs:
    • Class 1: Catch and release only, open year-round, use of barbless single-hook artificial lures and barbless single-hook flies only.
    • Class 2: Two (2) trout per angler per day limit, trout must be 12 inches or larger to keep
    • Class 3: Five (5) fish per angler per day limit, trout must be 9 inches or larger to keep
  • Atlantic Salmon Management Areas: Regulations for daily creel limit and gear type set annually by Commissioner's Declaration. A single fly or an artificial lure with a single free-swinging hook is required for use when fishing in these areas from September 1 until March 31 regardless of species sought.
  • Trophy Common Carp Waters: Opportunity to catch very large common carp. These include the Connecticut River and its coves, as well as sections of major tributaries to the Connecticut River that have a tidal section (Farmington River, Mattabesset River, Coginchaug River, and Salmon River). Several sections of these waters also have Enhanced Bow and Arrow fishing regulations.
  • Enhanced Bow and Arrow Fishing Areas: These include the Connecticut River and its coves downstream of the Arigoni Bridge in Middletown, Coginchaug River downstream of Route 3, Mattabesset River downstream of Route 3, Quinnipiac River downstream of Route 40, Shetucket River downstream of the Greenville Dam, Thames River and its coves, Yantic River downstream of the falls at Indian Leap.
  • Tidal Waters and Tributaries: Designated rivers and stream sections including the entire Connecticut and Thames rivers, and downstream most sections of the Coginchaug, Farmington, Housatonic, Mattabesset, Mystic, Naugatuck, Niantic, Quinnipiac, Salmon, and Yantic rivers.

Public Access to Fishing Waters: Public access to fishing waters is restricted to rights-of-way designated by poster or by permission of landowner. On state-leased streams, fishermen must wade or stay near the stream bank as indicated by signs.

  • In Connecticut, the bottom of the stream may be privately owned and anglers must respect the desire of the property owner. When in doubt of ownership, the best course of action is to ask permission.

The following sections of rivers and streams are available for public fishing through the courtesy of the landowner, or where indicated by posters, through cooperative agreement, lease, or state ownership. Please note that private property may change ownership and so may public access at anytime.

Note: Several of the boat launches may flood during periods of high water.

  • Large and smallmouth bass: Daily Creel limit of 6; 12 inch minimum length
  • Trout: Daily creel limit of 2, 15 inch minimum length
  • Northern pike: Daily Creel limit of 2; 24 inch minimum length 
  • Alewives/Blueback Herring: Special closures in effect.
  • Trophy Carp Waters
    • Common Carp: Daily creel limit of 1, 26 inch maximum length.
  • Enhanced Bow and Arrow Fishing Area:
    • When fishing with a bow and arrow downstream of the Arrigoni Bridge in Middletown; the daily creel limit is 12, not more than 3 of which can be greater than 30 inches.

Possession of live Bowfin is prohibited. Bowfin may be fished for and either immediately released to the water from where caught or dispatched and kept.

Intermittent sections from Goodwin Dam to RT 4 (Farmington Center). Then from Tariffville Memorial Park (Simsbury) through the Tariffville Gorge (Bloomfield). Then from mouth of tailrace canal below Rainbow Dam to confluence with Connecticut River.

Farmington River Trout Management Area:

Section 1: From Goodwin Dam/Hogback Dam (Hartland) downstream to the  old footbridge abutments approximately 1.4 miles downstream of the confluence with the Still River (Barkhamsted), as indicated by signs posted by DEEP.  

  • Trout and salmon stamp required to fish.
  • 6:00 a.m. 2nd Saturday in April to August 31
    • Daily creel limit -- 2
    • 12″ minimum length
  • September 1 to 6:00 a.m. 2nd Saturday in April.
    • Trout:  Catch and Release Only

Section 2: From the old footbridge abutments (Barkhamsted) downstream to the Route 219 bridge (New Hartford). This area includes all of the former West Branch Farmington River Trout Management Area.

Section 3: From the Route 219 bridge (New Hartford) downstream to the route 177 Bridge (Unionville).

  • For Housatonic River Flows at Falls Village: 1-888-417-4837.
  • Thermal refuges: Areas within one hundred feet of signs indicating such closure posted by DEEP at or near the mouths of Kent Falls Brook and Macedonia Brook are closed to all fishing from June 15 to September 15.

Bass Management Area: Entire river from CT state line to the Bleachery Dam in New Milford 

  • Areas within 100 feet of tributaries that are closed to all fishing from June 15 to September 15, as posted.
  • Large and Smallmouth bass: Catch and Release only.
  • Methods: Fly fishing only in the 3 mile section upstream from Route 4 bridge, as posted.

Trout Management Area From bridge crossing at Routes 112 and 7 (Salisbury/Canaan) to bridge at Routes 4 and 7 (Cornwall/Sharon).

  • Trout and salmon stamp required to fish.
  • Areas within 100 feet of signs indicating such closure posted by DEEP at or near the mouths of tributaries that are closed to all fishing from June 15 to September 15.

Bull’s Bridge Trout Management Area / Bass Management Area: From Bull’s Bridge Impoundment Dam (Kent) to Gaylordsville Bridge (Route 7) in New Milford, includes Ten Mile River from NY border to confluence with Housatonic River.

  • Areas within 100 feet of tributaries that are closed to all fishing from June 15 to September 15, as posted.
  • Trout: Catch and Release Only.
  • Large and Smallmouth bass: Catch and Release Only.
Tidal Waters and Tributaries: Derby, Orange, Shelton, Milford, Stratford Downstream from dam on Lake Housatonic (Derby). Walk-in access at Derby Dam off Route 34 (Derby) and Canal Street (Shelton).
  • Trout:
    • Daily creel limit—2,

  • Atlantic salmon- legal to fish for from Derby Dam to Long Island Sound

Please note the following: The Department of Energy and Environmental Protection continues to work toward restoring unencumbered fishing access to the Skungamaug River in the vicinity of Woodbridge Road in Coventry. Stocking the waters of the Skungamaug River downstream of the Woodbridge Road bridge has also been suspended until public use is restored. Use of the easement for purposes of fisheries research and management actions by DEEP staff will continue.
