Middletown Man Charged with Scamming Public Assistance Program

FOR IMMEDIATE RELEASE

(Rocky Hill, CT) – A Middletown man has been arrested and charged with stealing $21,179 from a program financed by the Connecticut Department of Social Services. 

Sophal Men, age 48, was arrested by Inspectors from the Statewide Prosecution Bureau of the Office of the Chief State's Attorney on a warrant on March 21, 2023 and charged with Larceny in the First Degree in violation of Connecticut General Statutes §53a-122 and False Statement in violation of Connecticut General Statutes §53a-157b.

According to the arrest warrant affidavit, Men received $21,179 in benefits from the Supplemental Nutrition Assistance Program (SNAP) that he was not entitled to receive from April 2018 to March 2020 because he failed to report his spouse’s earned income, which had he done so, he would have been ineligible to receive SNAP benefits during this time period.  Additionally, Men failed to report his spouse’s earned income on five different documents signed and submitted to the Connecticut Department of Social Services. Men was released on a promise to appear in Middletown Superior Court, G.A. No. 9, on March 28, 2023.

The charges are merely accusations and Men is presumed innocent until and unless proven guilty beyond a reasonable doubt.

The Connecticut Department of Social Services investigative division submitted the arrest warrant applications for Men’s arrest. The cases are being prosecuted by Senior Assistant State’s Attorney Susan Hatfield of the Statewide Prosecution Bureau.
