Minutes of the Meeting of May 8, 2024
The meeting was called to order at 1:19 p.m. by Chief State’s Attorney Patrick J. Griffin. Also present: Deputy Chief State’s Attorney of Administration, Personnel and Finance John J. Russotto; Deputy Chief State’s Attorney, Inspector General Robert J. Devlin, Jr.; State’s Attorneys Margaret E. Kelley (Ansonia/Milford), David R. Applegate (Danbury), Joseph T. Corradino (Bridgeport), Sharmese L. Walcott (Hartford), David R. Shannon (Litchfield), Michael A. Gailor (Middlesex), John P. Doyle, Jr. (New Haven), Paul J. Narducci (New London), Paul J. Ferencek (Stamford), Maureen T. Platt (Waterbury) and Anne F. Mahoney (Windham).
Also present: Executive Assistant State’s Attorneys Kathryn W. Bare, Lisa M. D'Angelo, Gail P. Hardy and Brett J. Salafia; Supervisory Assistant State’s Attorneys Vincent Duva, David Kutzner and Jacqueline McMahon; Senior Assistant State’s Attorney Timothy J. State’s Attorney Narducci moved to accept the minutes of the April 3, 2024 meeting. State’s Attorney Doyle seconded the motion and it passed unanimously.
Chief State’s Attorney Griffin commended the State’s Attorneys handling the campus unrest demonstrations in their respective districts and the increased cooperation that has been experienced with both local law enforcement and campus security.
Deputy Chief State’s Attorney Russotto reminded the State’s Attorneys to complete their Deputy Assistant State's Attorney interviews and tracking sheets. The next Criminal Justice Commission Meeting is scheduled for June 6, 2024. He said the Division is making headway filling vacancies with only 10 current vacancies for prosecutor and 23 vacancies overall throughout the Division.
Legislative Liaison Cournoyer reported on the status of the Division's proposals to the legislature in light of the session ending on May 8, 2024. She said proposed legislation that did not make it through in this year's short session will be revisited in the upcoming session beginning in January 2025.
Executive Assistant State’s Attorney D’Angelo provided an update on the June annual trainings and the 2024 Camp Justice plans.
In other business, Manager of Research and Planning Baudoin provided insight on the different approaches to analyzing statistics related to the prosecution of gun cases. State’s Attorney Gailor asked for information on the Division’s stance regarding multiple offense larcenies by juveniles. Supervisory Assistant State’s Attorney Duva said he would report back after meeting with the juvenile prosecutors. State’s Attorney Mahoney suggested creating a resource list of seasoned trial attorneys who could be a statewide resource for questions similar to a list the Appellate Bureau distributes.
There being no further business, a motion to adjourn was made by State’s Attorney Mahoney and seconded by State’s Attorney Corradino. The meeting adjourned at 2:36 p.m.
