Housing and Segregation Study

Section 62 of Public Act 21-2, June Special Session, as modified by Section 71 of Public Act 23-204, required the Office of Policy and Management (OPM) to conduct a Housing and Segregation Study.

 

The Acts require OPM, within available appropriations, to aggregate data related to existing federal and state housing programs in the state to analyze the impact of such programs on economic and racial segregation. The study is required to include, but need not be limited to, data relating to:

 
  1. Housing development programs.

  2. Housing affordability initiatives.

  3. Communities where low-income housing tax credits and rental assistance are spent; and 

  4. Specific neighborhood racial and economic demographics. 

 

In collecting and measuring such data, the Act requires the Secretary of the Office of Policy and Management (OPM) to implement tools such as the dissimilarity index and the five dimensions of segregation used by the United States Bureau of the Census. 

 

Pursuant to a competitive Request For Proposals (RFP) process, OPM engaged Urbanomics, Inc. for completion of the Housing and Segregation StudyThe following report and recommendations are submitted in their entirety as prepared by Urbanomics to meet the statutorily required reporting obligation.  In addition to the report, additional tools and dashboards were developed as part of the study, including:

CT Housing Data Hub

The CT Housing Data Hub provides users the ability to explore several categories of state- and town-wide housing data over time. 

 

The Lamont Administration has continued to prioritize housing production and making housing more affordable, including through the largest ever state investment. The Governor has set a goal of creating 6,400 new units of affordable and workforce housing over the FY 2024 – FY 2025 biennium. Between July 1, 2022, and June 30, 2023, 1,437 borrowers have purchased a home through the Time to Own program and the Department of Housing has developed innovative programs like “Head Start on Housing” to provide housing vouchers to families with young children. The Lamont Administration continues to review the Housing and Segregation Study findings and is available to assist the Connecticut General Assembly in evaluating Urbanomics’ recommendations for increasing affordable and workforce housing.
