DataLinkCT (formerly P20 WIN) Data Governance

DataLinkCT (formerly P20 WIN) facilitates the sharing and linking of data from multiple state agencies to address research and critical policy questions. Operating since 2014, DataLinkCT is codified in C.G.S. § 10a-57g. A coordinated statewide data governance program is critical to fulfilling the demand for high-quality education, health, and workforce data.

Our inter-agency data governance system provides a structure and process by which DataLinkCT (formerly P20 WIN) Participating Agencies work together to securely link and share data. 

Data governance includes establishing representative governing bodies that are responsible for developing and implementing data policies and processes. DataLinkCT (formerly P20 WIN) has two Boards:

  • the Executive Board and
  • the Data Governing Board. 

A Data Stewards Group is comprised of two or more technical staff who are knowledgeable of the administrative data collected by the respective agency. This group convenes to review policies and data requests as needed. A Resident Advisory Board is in development.

Governance

Data governance refers to the overall management of data, including the availability, usability, integrity, quality, and security of the data. Governance is how decisions are made regarding the sharing, access, use, and security of data.

Data governance includes establishing governing bodies that are responsible for developing and implementing data policies and processes. includes policies, procedures, collection, storage, transfer, and use of data. It ensures data availability, usability, quality, and security.

The DataLinkCT data governance program establishes as system of responsibility for data. This includes organizing program area staff to improve data quality collaboratively and continuously through the systematic creation and enforcement of policies, roles, responsibilities, and procedures. Below are a list of existing data policies adopted by the Data Governing Board.

OPERATING GROUP

DataLinkCT (formerly P20 WIN) is administered by the Office of Policy and Management (OPM) as the Operating Group, which provides program management to support the continued operation and improvement of P20 WIN as a resource for the participating agencies and the State.

 

DATA INTEGRATION HUB

The Data Integration Hub for DataLinkCT (formerly P20 WIN) is based at the Department of Labor, where all matching for approved requests takes place.

 

All Participating Agencies sign an Enterprise Memorandum of Understanding that includes a framework for multiple governing bodies.
