Scoping Notice

"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. If an agency is unable to publish a Post-Scoping Notice within six months after the comment period for scoping, the agency will publish an update with an action status and an estimate as to when a Post-Scoping Notice will be published. Notice of Time Extension for Post-Scoping Notice for Barber Pond Dam Removal

Municipality where proposed action would be located: Bloomfield

Connecticut Environmental Policy Act (CEPA) Determination: On March 21, 2023, the Connecticut Department of Energy and Environmental Protection published a Notice of Scoping to solicit public comments for this proposed dam removal in the Environmental Monitor. The Connecticut Department of Energy and Environmental Protection is unable to publish its determination regarding this action at this time.

Action Status: The Connecticut Department of Energy and Environmental Protection is currently awaiting additional information on water quality so effects on water quality noted in the Environmental Review Checklist will be accurate.  

Estimated Publication Date: The Connecticut Department of Energy and Environmental Protection estimates that either an update or a Post-Scoping Notice will be published in the Environmental Monitor on or before July 7, 2025.

What Happens Next: The Connecticut Department of Energy and Environmental Protection will make a determination whether to proceed with preparation of an Environmental Impact Evaluation (EIE) or that the project does not require the preparation of an EIE under the CEPA. A Post-Scoping Notice of its decision will appear in a future edition of the Environmental Monitor.

Post-Scoping Notice for Capitol Area System (CAS) Central Plant Upgrades

Address of Possible Project Location: 490 Capitol Ave.

Municipality where it would be located: Hartford

Connecticut Environmental Policy Act (CEPA) Determination: On June 6, 2023, the Department of Administrative Services (DAS) published a Notice of Scoping to solicit public comments for this proposed action in the Environmental Monitor. The DAS published a Revised Notice of Scoping on June 20, 2023.  

A public scoping meeting was held on June 27, 2023.

The DAS published Notice of Time Extensions on February 6, 2024 and July 16, 2024.

Comments were received during the public comment period and at the Public Scoping Meeting. A summary of comments and responses are included here. More detailed responses to comments are included at the end of the Environmental Review Checklist.  

After consideration of the comments received, the DAS has determined the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the CEPA. The agency’s conclusion is documented in a Memo of Findings and Determination and an Environmental Review Checklist.

Post-Scoping Notice for Fairchild Wheeler Flood Control Project

Connecticut Environmental Policy Act (CEPA) Determination: On September 17, 2024, the Department of Energy and Environmental Protection (DEEP) published a Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.

A public scoping meeting was held on October 1, 2024. 

Comments were received during the Public Scoping Meeting. No written comments were received during the scoping period. The comments and DEEP's responses to the comments received are listed in the Environmental Review Checklist, linked below. 
 
After consideration of the comments received, DEEP has determined that the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the CEPA. The agency’s conclusion is documented in a Memo of Findings and Determination and an Environmental Review Checklist.

The Office of Policy and Management's Review of the Record of Decision for Route 7 and Route 15 Interchange Project

Address of Possible Project Location: The project is located in the northern portion of Norwalk at the interchange of Routes 7 and 15 (Interchange 39) and includes the interchange of Route 15 and Main Avenue (Interchange 40); Route 719 (Main Avenue); and Glover Avenue/Creeping Hemlock Drive in the vicinity of Main Avenue. The proposed limits of construction extend along Route 15 from approximately 0.5 miles west of Route 7 to approximately 0.5 miles east of Main Avenue and along Route 7 from approximately 0.5 miles south to approximately 0.5 miles north of Route 15.

Connecticut Environmental Policy Act (CEPA) Determination: On August 20, 2024, the Department of Transportation published a Record of Decision in the Environmental Monitor. The Connecticut Office of Policy and Management (OPM) has reviewed the Department of Transportation's Environmental Impact Evaluation (EIE) and the associated process in accordance with Connecticut General Statutes Section 22a-1e and determined that the Department of Transportation's Record of Decision is adequate. OPM's conclusion is documented in the Review of the Department of Transportation's Record of Decision for the proposed action.
