1. Notice of Scoping for Seymour Reservoir No. 4 Dam Repair Project

Project Description:  After a regulatory inspection of Seymour No. 4 Dam, the State Dams Division of the Department of Energy and Environmental Protection (DEEP) determined that the dam is in poor condition and needs to be repaired.  The poor conditions noted during the inspection were several eroded areas of the crest cutting several feet into the dam at some points, numerous small trees growing on the embankments and that the spillway is failing at the downstream end (water is flowing around the outside of the outlet pipes) and it unknown if the low-level outlet is operating as designed. It was also noted that the current spillway is inadequate to discharge the ½ PMF (probable maximum flood) design flood.  The proposed reconstruction is designed to improve the dam’s safety and efficiency as well as make it easier to maintain.  For the proposed reconstruction the dam embankment will be raised one foot and eroded areas will be repaired, the existing 24-inch reinforced concrete pipe spillway will be replaced with a new drop inlet spillway and 48-inch outlet pipe.  A new 100-foot-long auxiliary spillway will be constructed to the left of the dam and the normal water level of the reservoir will be lowered by 2 feet in order to meet flood capacity requirements for the ½ PMF design flood.

Project Description: Aquarion Water Company proposes to construct a 6,240 foot water main extension connecting the Ridgefield water system to the Craigmoor water system. By completing the interconnection between the two systems, it will eliminate the existing water quality concerns, increase capacity, improve reliability and ensure an adequate margin of safety for the Craigmoor system.

4. Notice of Scoping for Interconnection of Montville and Seven Oaks

Municipality where proposed action might be located: Montville

Project Description: The Southeastern Connecticut Water Authority (SCWA) is seeking financial assistance under the Drinking Water State Revolving Fund (DWSRF) program to fund the construction of a water main to interconnect the Seven Oaks Division with the Montville Division distribution system. The project will also be receiving federal grant funding under Section 1459a of the federal Safe Drinking Water Act (SDWA). 

The proposed project includes the installation of an approximately 2,295 lineal feet of 8-inch diameter water main to connect the terminal ends of the two existing distribution mains located at Hunters Run and the intersection of Leisure Drive and Old Colchester Road. The new water main will traverse along the land behind the United Church of Christ building. A booster pump station to be located at the edge of the Old Colchester Road is also being proposed to pump water from the Seven Oaks Division system to the Montville Division system. 

Based on the information provided in the Preliminary Engineering Report (PER), the most feasible solution to address the water supply deficit of the Montville Division is to interconnect the distribution system to Seven Oaks Division, in order to meet water demands and maintain adequate margin of safety during drought periods and summer months. It is documented in the PER that Seven Oaks Division has sufficient surplus of water supply to augment the need of the Montville Division.

5. Notice of Scoping for Removal of Exit 21 Off-Ramp on Interstate 84 Eastbound (EB)

Address of possible location: Interstate 84 (I-84) in the EB direction and on the local road network within the vicinity of the I-84 EB Exit 21 and Exit 22 off-ramps.  The proposed project area encompasses I-84 EB from Mile Marker 32.45, inclusive of the off-ramp for Exit 21 (Bridge No. 03191F), to Mile Marker 32.62 at the Exit 22 off-ramp.  The existing Interchange 21 off-ramp terminates at Meadow Street. Interchange 22 off-ramp terminates at the intersection with Market Square and South Main Street/McMahon Street.  The local roadway network of interest extends from Liberty Street to the south and Grand Street to the north.  The network extends from Meadow Street to the west and South Main Street to the east.  

Municipality where proposed action might be located: Waterbury

Project Description: The purpose of this project is to improve safety, traffic flow, and air quality by reducing traffic congestion on I-84 EB in the vicinity of Exits 19-22 in Waterbury, as well as enhance the local roadway network.  Both system movements from Route 8 Northbound (NB) and Southbound (SB) enter I-84 on the right and left, respectively, creating a short four lane weave section (approximately 350 feet long) prior to the Exit 21 off-ramp.  The auxiliary lane within the weave section serves as the single lane Exit 21 off-ramp.  The project proposes to remove the Exit 21 off-ramp from I-84 EB and extend the auxiliary lane to allow more merge and diverge space for drivers entering and exiting I-84 EB in the vicinity of Exit 22.  The on-ramp to I-84 EB from Meadow Street will remain open.  The I-84 EB Exit 22 off-ramp will be restriped to two lanes to accommodate the anticipated increase in traffic due to the removal of the Exit 21 off-ramp.  Work will be done to improve the functionality and safety of the local roadway network, including new traffic signals with improved signal timing and phasing.  The project also includes streetscape and urban design improvements that are expected to create a safer and more welcoming environment for pedestrians and bicyclists.

6. Notice of Scoping for Barber Pond Dam Removal

Municipality where proposed action is located: Bloomfield 

Project Description:  After a routine inspection of the Barber Pond Dam, the State Dams Division of the Department of Energy and Environmental Protection (DEEP) determined that Barber Pond Dam is in poor condition due to deficiencies in the concrete of the spillway and training walls.  Due to the extensive repair work required, DEEP determined it was not feasible to repair these deficiencies. Since this dam does not provide any flood control to the area, DEEP determined that the spillway and a portion of the earthen embankment would need to be removed.  All appropriate permits and determinations needed for dam removal will be obtained by the agency.  Because this dam is in a DEEP owned wildlife management area, removal of this dam will eliminate liability and public safety hazards as well as allow free movement of migratory and resident fish and other aquatic organisms within the river system. Removal will be done using a stepped approach that allows for a controlled release of the water in Barber Pond.   The flow of Mill River will be temporarily redirected to allow for reconstruction of the Mill River channel which will then be reconnected to the existing Mill Brook.

1. Post-Scoping Notice for Norwalk First Taxing District - Grupes Dam Rehabilitation

Connecticut Environmental Policy Act (CEPA) Determination: On July 5, 2022, the Department of Public Health (DPH) published a Notice of Scoping in the Environmental Monitor for the rehabilitation of Grupes Reservoir Dam, which is classified by Connecticut Department of Energy and Environmental Protection (CTDEEP) dam safety regulations (RCSA 22a‐409) as a Class C, or "high hazard" dam, meaning that if the dam were to fail, it could result in probable loss of life, major damage to habitable structures and residences, damage to critical utilities and infrastructure, and great economic loss.

A public scoping meeting was held on September 19th, 2022 at 1:00 PM.

Public Comments were received during the public comment period and at the Public Scoping Meeting. A synopsis of the comments received and a summary of DPH responses are included in the DPH Memorandum of Findings

After consideration of the comments received, DPH has determined: the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the CEPA. The agency’s conclusion is documented in a DPH Memorandum of Findings and an Environmental Review Checklist.

2. Post-Scoping Notice for Extension of Water Lines from Winsted into Barkhamsted

Connecticut Environmental Policy Act (CEPA) Determination: On November 22, 2022, the CT Department of Public Health (CT DPH) published a Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.

Comments were received from the Department of Energy and Environmental Protection and a Member of the Public during the comment period. Comments and responses are included as a hyperlink in the Environmental Review Checklist.
 
After consideration of the comments received, the Department of Public Health has determined that the project is not one that may significantly affect the environment and therefore, it does not require the preparation of an Environmental Impact Evaluation (EIE) under CEPA. The Department’s conclusion is documented in an Environmental Review Checklist and Memorandum of Findings.

Description of Property

Below is some general information about the property. It should not be considered a complete description of the property and should not be relied upon for making decisions. If only a portion of a property is proposed for transfer, the description pertains only to the portion being transferred.

Brief description of historical and current uses: The developed portion of the land includes a 19th-century barn structure in poor condition (the "Barn") and a paved parking area. The undeveloped portion of land is sloped woodland. In the 1960’s, the recipient’s family sold a parcel of land to the University consisting of approximately 120 acres. In the early 2000’s, the University divested/returned approximately 2.1 acres to the recipient, including his family home at 4 Moulton Road so it may be fully restored. The Barn situated on the 0.45-acre parcel within the Premises to be transferred was present on the property when University acquired the 120-acre parcel from the recipient’s family. The Barn was used by Facilities Operations for storage in the past, but at present is not in use and only has been minimally maintained.

Is the agency imposing restrictions or conditions upon the transfer of the land or land interest?  Yes, that (1) the recipient, at his own expense and within 3 years, shall suitably restore the Barn in accordance with those standards set forth by the State Historic Preservation Office of the State of Connecticut and (2) impose on the Premises and his adjacent single-family house a “preservation restriction” as that term used in Section 47-42a(b) of the Connecticut General Statutes. 

Reason the state of Connecticut is proposing to transfer this property: The University has no programmatic or conservation need for the 0.45 acres on which the barn is located, can vacate the barn without interfering with University operations, and has no plans to rehabilitate or reuse the barn.

What Happens Next:

When this comment period closes, the proposed land transfer can take one of three tracks:

 

1.    If no public comments are received, the sale or transfer can proceed with no further public comment and no further notices in the Environmental Monitor, unless the Department of Energy and Environmental Protection (DEEP) elects to conduct a review of the property (see #3).

 

2.    If public comments are received, the Office of Policy and Management (OPM) will respond to those comments. The comments and responses will be published in the Environmental Monitor.  Fifteen days after publication of the comments and responses, the proposed sale or transfer can proceed, unless DEEP elects to conduct a review of the property (see #3).

 

3.    If DEEP elects to conduct a further review of the property, it may submit to OPM a report with recommendations for preserving all or part of the property. The report and recommendations will be published in the Environmental Monitor, and there will be a 30-day public comment period. DEEP will publish its responses to any comments received and its final recommendation about the property in the Environmental Monitor. OPM will then make the final determination as to the ultimate disposition of the property, and will publish that determination in the Environmental Monitor. Fifteen days after publication of that final determination, the sale or transfer can proceed.
