"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. 1. Notice of Scoping for Bridgewater Associates

Project Description:
Bridgewater Associates is proposing to utilize state funding for construction of a new headquarters building and associated improvements. The proposed activities include the following: construction of new 700,000 s.f. building, parking garage, driveways, public access ways, utilities, grading, landscaping, and appurtenant site improvements. The proposed project may also include installation of a fuel cell, wind, solar powered or other alternative energy systems at the 14-acre Harbor Point parcel. Additional activities may include improvements to the existing stormwater and sewer pumping stations and roadway infrastructure.

Any person can ask the sponsoring agency to hold a Public Scoping Meeting by sending such a request to the address below. If a meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a Public Scoping Meeting. Such requests must be made by May 31, 2013.

1. Post-Scoping Notice for Runway Safety Area Project, Igor I Sikorsky Airport
Municipality where project will be located: Stratford
CEPA Determination: On March 19, 2013 the Connecticut Department of Transportation (CTDOT) published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor. The CTDOT has recieved comments from the Department of Energy and Environmental Protection and from the Department of Public Health. The CTDOT has taken those comments into consideration and has concluded that the project does not require the preparation of an Environmental Impact Evaluation under CEPA.
The agency's conclusion is documented in an Environmental Assessment Checklist and a Memo of Findings and Determination.

What happens next: The CTDOT expects the project to go forward. This is expected to be the final notice of the project to be published in the Environmental Monitor.
2. Post-Scoping Notice for Norwich Public Utilities-Deep River Pumps Drives and Tanks
Municipality where project will be located: Lebanon
CEPA Determination: On February 5, 2013 the the Department of Public Health published a Notice of Scoping to solicit public comments for Norwich Public Utilities (NPU) Deep River Pumps Drives and Tanks project in the Environmental Monitor.
Based on the DPH’s environmental assessment of this project which includes comments provided by the Department of Energy and Environmental Protection (DEEP) dated March 7, 2013, it has been determined that the project does not require the preparation of an Environmental Impact Evaluation (EIE) under CEPA. The DPH will coordinate with NPU to ensure that the recommendations by the DEEP.
The agency's conclusion is documented in a Memorandum of Findings and Determination and an Environmental Assessment Summary.
