1. OPM Submission to the Continuing Legislative Committee on State Planning and Development of the revised Draft Conservation and Development Policies: The Plan for Connecticut, 2013-2018 (State C & D Plan) in accordance with CGS Sec. 16a-29
The Office of Policy and Management (OPM) has submitted the revised Draft State C&D Plan to the Continuing Legislative Committee on State Planning and Development (Continuing Committee) for its approval, revision or disapproval, in whole or in part, in accordance with CGS Sec. 16a-29. The revised Draft State C&D Plan is available at OPM's website.
The Continuing Committee is required by CGS Sec. 16a-30 to conduct a public hearing on the Draft State C&D Plan within forty-five (45) days after the start of the 2013 legislative session. Not later than forty-five (45) days after completion of its public hearing, the Continuing Committee must submit the Plan, along with its recommendation for approval or disapproval, to the General Assembly for its consideration of adoption.
This notice is intended to provide interested parties with adequate lead time to prepare formal testimony for the Continuing Committee’s consideration.
"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. Send your comments to the contact person listed for the project by the date indicated.
1. Notice of Scoping for the Spring Hill Reliability Improvements Project
Municipalities where proposed project might be located: Norwalk and New Canaan
Addresses of Possible Project Locations: Grandview Avenue, Reservoir Street, Dover Street, West Dover Street, Rhodonolia Park, Stevens Street, and Magnolia Avenue in Norwalk and Mill Road in New Canaan.
Project Description: Norwalk First Taxing District (NFTD) proposes to construct/install the following components to maintain adequate water supply at the Norwalk Regional Hospital, Paradigm Healthcare Center (150 bed nursing home), DaVita of Norwalk (dialysis center) and several other medical facilities associated with the regional hospital:
1. A new 1.0 MG elevated storage tank to replace the existing Spring Hill high service area elevated storage tank located adjacent to an existing Spring Hill 3.0 MG storage tank.
2. A new Spring Hill Booster Pump Station to replace the existing booster station located adjacent to an existing Spring Hill 3.0 MG storage tank. The new booster pump station will serve the new 1.0 MG elevated storage tank.
3. Approximately 3,600 linear feet of piping improvements to remedy these water supply deficiencies in the Spring Hill high service area.
4. Replacement of an existing altitude valve that serves the existing Spring Hill 3.0 MG storage tank.
5. Spring Hill Site security enhancements
In addition, NFTD proposes to install tank mixing systems for both the existing Spring Hill 3.0 MG storage tank and new 1.0-MG elevated storage tank.

2. Notice of Scoping for: Atlantic Street / Henry Street Intersection Improvements
Municipality where proposed project might be located: Stamford
Address of Possible Project Location: Intersection of Atlantic Street and Henry Street
Project Description: The project includes intersection reconstruction and the replacement of signal equipment at the Atlantic Street and Henry Street intersection. Individual elements of the project include the realignment and widening of the Henry Street west leg, the replacement of sidewalks and pedestrian ramps on three corners of the intersection, and the complete replacement of all traffic signal equipment. In addition, the project will include minor drainage improvements to accommodate the widened pavement area and to replace deteriorated structures. The realignment of the west intersection leg will require a full property acquisition (745 Atlantic Street) at the southwest corner of the intersection of Atlantic Street and Henry Street.
745 Atlantic Street is listed as a contributing structure to the National Register of Historic Places listed South End Historic District in Stamford (listed in 1986). It is a three-story 1913 brick vernacular commercial building with Italian Renaissance Revival elements that include curving pressed metal cornice embossed with an egg and dart design. The project will include the full replacement of all the traffic signal equipment at the intersection. The new signal equipment will include mast arm support structures, countdown pedestrian signals, pedestrian push buttons supported on pedestals, and video detection on all approaches. Emergency vehicle signal pre-emption equipment, a CCTVV monitoring camera and illuminated street signs will also be installed. Peak hour traffic volume information on the signal plan was taken from the Stamford Traffic Volumes approved by CTDOT Bureau of Policy and Planning in September 2012. The average daily traffic on Atlantic Street and Henry Street is 3800 vehicles and 450 vehicles, respectively.

Project Description: The purpose of this project is to install approximately 2200’ of 12” water main from the intersection of Center Street and New Haven Road (Route 69) to 75 New Haven Road to supply the site of the new Region 16 grammar school. Regional School District 16 is comprised of the towns of Beacon Falls and Prospect, CT.

1. Post-Scoping Notice for the Lake Konomoc Intake Pump Station—Phase 2
Municipality where project will be located: Waterford
CEPA Determination: On December 4, 2012 the Department of Public Health (DPH) published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor.
Based on the comments provided by the Department of Energy & Environmental Protection (DEEP) on January 3, 2013 it has been determined that the project does not require the preparation of Environmental Impact Evaluation (EIE) under CEPA. The DPH will coordinate with the New London Department of Public Utilities to ensure that the recommendations by the DEEP will be implemented.
The agency’s conclusion is documented in a Memorandum of Findings and Determinationand an Environmental Assessment Checklist.
