Scoping Notices

"Scoping" is for projects in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

The following Scoping Notices have been submitted for review and comment.

1. Notice of Scoping for Windham Region Transit District : Bus Garage and Administration Building

Municipality where proposed project might be located: Mansfield

Address of Possible Project Location: South Frontage Road at Storrs Road (Rte 195)

Project Description: The project involves the construction of new administration, repair, and storage buildings for use by the Windham Region Transit District on 4.5 acres of land on South Frontage Road adjacent to the commuter lot near Route 195 in Mansfield.  The project consists of the construction of two buildings.  The first building will include 3,600 square feet for administrative offices and 4,330 square feet for vehicle repair bays.  This building will be a single-story, steel-framed building with masonry and metal siding.  The second building will include 14,626 square feet for enclosed vehicle parking to accomodate 30 buses  This single-story pre-engineered building will be metal sided.  Total floor space of the two buildings will be 22,556 square feet.

Site work associated with the project consists of excavation and grading work to accommodate the buildings and the access road, regrading of site for storm runoff, installation of drainage structures,  installation of an underground oil-water separator, installation of building utilities, installation of pavement; the two building structures, curbing, fencing, turf establishment, employee parking, and exterior site lighting.

2. Notice of Scoping for: New London Road (Route 1), 12” Water Main Extension, Noank/Ledyard Road to Judson Ave, Construction Design (Revised from June 7, 2011)

Municipality where proposed project might be located: Town of Groton

Address of Possible Project Location: The project is scheduled to proceedeasterly along Route 1 from Noank/Ledyard Road to Judson Avenue

Project Description: The Town of Groton received a federal grant through the Special Appropriation Act Projects (SAAP) Program in 2005 for this project. Under the SAAP Program the DPH entered into a Memorandum of Understanding (MOU) with the United States Environmental Protection Agency (USEPA) to administer this grant on behalf of the USEPA. Part of the DPH’s administrative responsibilities under the MOU was to perform an environmental assessment of the project under the Connecticut Environmental Policy Act (CEPA). On September 29, 2011 the USEPA issued a letter to the Town notifying them that the 2005 grant was one of many federal SAAP grants rescinded by Congress under Public Law 112-10. Due to the rescission of federal funds and the fact that no state funds were allocated, this project is no longer considered a state action subject to CEPA requirements. As a result, the original scoping notice for this project posted on June 7, 20011 is being rescinded.

3. Notice of Scoping for Lake Konomoc Intake Pump Station - Phase 2

Municipality where proposed project might be located: Waterford

Address of Possible Project Location: 1153 Hartford Turnpike

Project Description: The City of New London proposes to construct an emergency intake pump station at the Lake Konomoc site, adjacent to its Lake Konomoc Water Treatment Plant.  The intake pump station has been designed to operate under flow conditions equal to that of the existing water treatment plant, which pumps at an average flow rate of 9 MGD of raw water and has a peak capacity of 12 MGD.

The Lake Konomoc Intake Pump Station project was divided into two phases in March 2002 in order to fast track the project in response to a contemporaneous water supply emergency.  Phase 1 of the project involved the installation of the stainless steel, passive intake screen and 36-inch HDPE intake pipe project and was completed in May 2003.  Phase 2 will consist of the construction of the permanent intake pump station structure, and the lying and connection of the discharge pipe to the existing water treatment plant.

Post-Scoping Notices:   Environmental Impact Evaluation Not Required
This category is required by the October 2010 revision of the Generic Environmental Classification Document for State Agencies. A notice is published here if the sponsoring agency, after publication of a scoping notice and consideration of comments received, has determined that an  Environmental Impact Evaluation (EIE) does not need to be prepared for the proposed project.

The Agency received comments from the Department of Energy and Environmental Protection.  The DPH has taken those comments into consideration and has concluded that the project does not require the preparation of Environmental Impact Evaluation under CEPA. The agency’s conclusion is documented in a Memo of Findings and Determination and Environmental Assessment Checklist.

CEPA Determination:  On May 3, 2011 the Department of Public Health (DPH) published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor.

Based on the comments provided by the Department of Energy & Environmental Protection (DEEP) and the DPH Source Water Protection Unit  on June 6, 2011, it has been determined that the project does not require the preparation of Environmental Impact Evaluation (EIE) under CEPA. The DPH will coordinate with the Town of Burlington to ensure that the recommendations by the DEEP will be implemented.

The agency’s conclusion is documented in a Memorandum of Findings and Determination and an Environmental Assessment Checklist.

EIE Notices

After Scoping, an agency that wishes to undertake an action that could significantly affect the environment must produce, for public review and comment, a detailed written evaluation of the expected environmental impacts. This is called an Environmental Impact Evaluation (EIE).


1. Notice of Environmental Impact Evaluation for Additional Source(s) of Water Supply for the University of Connecticut, Storrs, with revised Executive Summary

Municipalities where project is proposed:  Mansfield and potentially Windham, Coventry, Tolland, Bolton, Manchester, East Hartford, South Windsor, and Vernon.

Project Description:  The University of Connecticut in association with the Town of Mansfield proposes to extend a source of potable water to Mansfield and Storrs to augment the University's water supply system to serve current and future needs.  This action involves extending water supply transmission piping and interconnecting with another supplier’s existing water system.  In particular, the additional water supply will: (1) enable the University to maintain adequate margin of safety in its public water system; (2) supply additional incremental demand to serve the proposed Technology Park on the University’s North Campus; (3) supply water demands in northern Mansfield in areas proximate to the University’s Main and Depot campuses; and (4) provide water supply for potential future on-campus University developments.
