1. EIE Notice for Groton Wastewater Treatment Plant Upgrade

Project Description: The purpose of the proposed action is to expand and upgrade the Town of Groton's wastewater treatment plant from 5.0 million gallons per day to 7.5 million gallons per day. This upgrade will include nitrogen removal facilities to achieve compliance with the general permit for nitrogen discharges from wastewater treatment plants. In addition, there will be a modification of the sanitary sewer service area, as reflected on the project map.

2. EIE Notice for Hartford Civic Center Redevelopment Project
Municipality where project is proposed: Hartford, CT
Address of Possible Project Location: Corner of Asylum and Trumbull Streets
Project Description:
The project consists of the construction of a mixed-use development called "Town Square" by a private developer, located at the Hartford Civic Center complex in downtown Hartford. The redevelopment plan includes: a 36-story residential tower with 262 units comprising approximately 390,000 sf; approximately 146,000 sf of retail / office space; and a new parking garage with 428 residential spaces to supplement the existing parking garage with 388 other / commercial spaces. Plans call for the retention of the existing arena area and parking garage, partial demolition / rennovation of the existing retail / office space, and demolition of the two existing skywalks (pedestrian walkways) over Asylum and Trumbull Streets.

Special Public Meeting Notice for Southington Industrial Park Study

Project Description:
The Town of Southington is interested in creating a new industrial park. The CT Department of Economic & Community Development (DECD) is working with the Town to evaluate potential sites through an Environmental Impact Evaluation (EIE) in accord with the CT Environmental Policy Act CGS Sec. 22a-1.
A public meeting has been scheduled for November 19, 2003, 7:00pm, Council Chambers, Town Hall, 75 Main St, Southington, CT. The purpose is to solicit comment on the prospective sites and initial study findings. Prospective sites include: 1) approx. 100 acre site east of State Rt 229 and south of West Queen St; 2) approx. 60 acre site west of State Rt 229 and south of Churchhill St; and 3) approx. 70 acre site south of Town Line Rd and north of Robert Porter Rd.

The agency expects to release an Environmental Impact Evaluation for this project, for public review and comment, in early 2004.
Other information: The CEPA public scoping period was held at the onset of this EIE in July/August 2003. This public meeting is being offered to facilitate further public input.
