2. Post-Scoping Notice for Bunker Hill Water Main and Sewer Extension

Municipality where project will be located: Watertown

CEPA Determination: Watertown Water and Sewer Department (WWSD) submitted a funding application to the Department of Public Health (DPH) for a water main extension in the Bunker Hill area of Watertown.  The WWSD concurrently submitted a Preliminary Engineering Report to the Department of Energy and Environmental Protection (DEEP) for a sewer extension in the same area in anticipation of applying for Clean Water State Revolving Funds.  Scoping for the sewer project  began on February 7, 2017 and ended on March 10, 2017.  Scoping for the water project  began on April 4, 2017 and ended on May 5, 2017. Subsequent to these individual postings, the DPH and the DEEP provided an additional comment period because the projects are proposed to be implemented simultaneously.  The joint Scoping with the DPH as the Sponsoring Agency began on June 6, 2017 and ended on July 6, 2017.

The DPH provided comments to the DEEP on March 1, 2017 and received comments from DEEP on May 3, 2017. The Office of Policy and Management provided comments to the DEEP on March 10, 2017, the DPH on May 5, 2017 and commented on the joint scoping notice on July 6, 2017

Following the joint Scoping period, the Watertown Water and Sewer District chose to withdraw its application for funding from the DPH’s Drinking Water State Revolving Fund and did not pursue funding through the DEEP’s Clean Water State Revolving Fund.  Since this project is no longer being implemented with State funding, no further documentation through CEPA is required.
