The Office of Responsible Growth is established by Section 17 of Public Act 23-207 as a successor to Executive Order #15 to coordinate state efforts to revitalize cities, preserve the unique charm of our state, and build livable, economically strong communities while protecting our natural resources for the enjoyment of future generations.

Programs and Responsibilities

Prepares the State Plan of Conservation and Development pursuant to Chapter 297 and Chapter 297a of the Connecticut General Statutes Reviews state agency plans, projects, and bonding requests for consistency with the State Plan of Conservation and Development Coordinates the administration of the Connecticut Environmental Policy Act Facilitates interagency coordination in matters involving land and water resources and infrastructure improvements Provides staff support to the Connecticut Water Planning Council Coordinates the Neighborhood Revitalization Zone (NRZ) program Assists the State’s Chief Data Officer with oversight of statewide geographic information system (GIS) data and resources; participates in the CT GIS User-to-User Network to develop GIS data standards and initiatives Provides staff support to the Advisory Commission on Intergovernmental Relations (ACIR) Functions as the state liaison to Connecticut’s Regional Councils of Governments (COGs) Administers Responsible Growth and Transit-Oriented Development and Regional Performance Incentive grant programs Prepares the Public Investment Community (PIC) Index annually
