Audit of Law Enforcement Baseline to Criminal
History Repository Records

| Summary: | This
project will employ consultant criminal justice record auditors to design and
conduct sample baseline audits of the data in records management systems of
municipal police departments, the Connecticut Department of Public Safety
(State Police), and the Division of Criminal Justice, which are basic in
generating the data that become criminal history repository records. In addition, the Judicial Branch’s
Protective Order Registry will be included in the baseline audit as records
on protective orders and convictions for domestic violence are relevant in
the National Instant Check System (NICS).
The baseline audit will provide information from which to focus projects that will address the resolution of errors and missing information on the records in the criminal history repository to improve the criminal history record capture procedures. Implementation of upgrades and changes to the criminal records capture procedures for the identification and matching of arrest and disposition records will be based on the findings of the baseline audit. |

Automated Reporting of Mental Health
Adjudications to NICS

| Summary: | To
improve on Connecticut’s submission of records to the National Instant Check
System (NICS), the Judicial Branch under this project will (a) develop
electronic record-keeping procedures for mental health adjudications in the
criminal and probate courts, and (b) send the electronic records to NICS
through the state’s Special Licensing and Firearms Unit (SLFU). The following work activities will facilitate the reporting of mental health adjudications to the NICS and the Department of Public Safety, Special Licensing and Firearms Unit (SLFU), which is responsible for the firearms permitting system in Connecticut, acting as a state point of contact: (1) The Judicial firearms reporting system will be expanded following an information technology design analysis of alternatives: a. Reprogram the firearms reporting module in the Protection Order Registry (POR), or b. Replicate and expand the POR firearms module to establish a separate gateway for court records related to firearms and licensing; (2) Develop an electronic archiving procedure for criminal court files relating to adjudications relating to mental health determinations; (3) Further program the criminal court case management system known as the CRMVS to (a) record the mental health adjudication information and (b) automatically transmit the data to the Judicial firearms reporting system; (4) Further program Judicial firearms reporting interface with the SLFU database to properly accommodate the mental health adjudication data; (5) Provide the Probate Courts with an electronic medium for entering certain mental health adjudications in the Judicial firearms reporting system for transmission to SLFU and NICS; (6) Deploy new workstations in various courts and court records centers to support new data entry and electronic archival functions. |
