Title:
COLLECT Upgrade - System Enhancement Phase 3
Summary: The COLLECT Upgrade provides for system enhancements responding to requirements for expanded and continuing participation in the III. 

This project is to provide for the continued services of a subject matter expert to facilitate, carry out, and support the upgrade of the COLLECT system.  The COLLECT Revision is necessary to take advantage of the capabilities associated with TCP/IP.  TCP/IP best supports web-based data.  The current COLLECT system is designed for specific queries against specific files; it cannot efficiently provide access to new arrays of data that are web based and generated dynamically from relational data bases.

Paperless Rearrest Warrant Network (PRAWN) - Improvement and Integration
Summary: The PRAWN application development will be continued. 

Testing, conversion, and rollout of the data associated with violations of probation to the PRAWN will be completed. 

PRAWN is scheduled to be fully integrated with the CJIS Portal and Single Sign-on. 

PRAWN will be integrated with the COLLECT Revision project, such that COLLECT users will be notified of PRAWN maintained warrants in doing wants and warrants checks and that the warrants are available on the CJIS Portal.  In integrating with the COLLECT Revision project, Connecticut CJIS data transfer protocols will be implemented and the data transfers will be made GJXDM (XML 3.0) compliant.

Title:
Sex Offender Registry (SOR) - Information Technology Upgrade
Summary: An information technology upgrade will provide for extensively more accurate and timely reporting of sex offenders to the NSOR and the management and apprehension of sex offenders in violation of reporting requirements.   This project will provide an upgrading and automation of many of the criminal justice information systems currently utilized in the Sex Offender Registry. 

The information technology upgrade will involve three components: (1) The Enforcement Component will deal with situations when registrants fail to verify their address by rewriting the current database programming to automatically generate a notification letter to the law enforcement agency; (2) The Database Upgrade Component involves rewriting the Sex Offender Registry database including migration of the SOR application from Oracle 8i to Oracle 10g; (3) The NSOR Notification Component builds upon the automation groundwork reporting to the National Sex Offender Registry that was begun in September of 2002.  New programming would automatically report new registrations and changes of address or registry status with the NSOR.

Title: Records Management Database Rewrite - Family Violence
Summary: The Connecticut Department of Public Safety, through it Crimes Analysis Unit and the National Incident Based Reporting System (NIBRS) maintains a Connecticut Family Violence Reporting program.  Required under state statute, the program enables incident based reviews of family violence occurrences, provides for research, and facilitated NIBRS reporting.
This request is to re-write the database using a high-end engine such as Microsoft SQL Server or Oracle.  In addition, changes required in the existing Connecticut State Police I-LEADS (incident reporting system) database so that data base will correspond to the new family violence database.
By developing a more responsive, robust Family Violence Database we will be responding to a statewide concern of family violence, weapons, recidivism, and dual-arrest.  Additional report generation capabilities will be added to the Family Violence Reporting Program; record management system interfaces will be established.

Title:
Automation of Protection Orders Against Serious Violent Offenders Automation
Summary: This project is to expand capabilities for the timely and accurate data entry and reporting of restraining orders (one type of protective orders associated with violent offenders and issued in criminal court) into the Order Registry and, in turn, the National Protection Order Registry (NPOF).  The infrastructure for reporting via NCIC telecommunications to the FBI NPOF has been implemented under previous projects.
With the pen and paper technology installed in each criminal court, the clerk will use pen and paper to complete orders, information sheets, and other related documents when applicable.  This will automatically enter all critical data in the Registry and store an image of the order.  The Registry then can automatically transmit the data to OBTS, COLLECT, and NCIC, and then fax a copy of the order to all corresponding law enforcement agencies, as applicable. 

The pen and paper hardware will be installed in 35 court locations; new forms will be designed, integrating pen and paper technology and corresponding forms into a database.  Required programming changes to the Registry, and possibly to COLLECT, will be made.

Title: Protection Order Registry - Automation of Restraining Orders
Summary: This project is to expand capabilities for the timely and accurate data entry and reporting of restraining orders (one type of protective orders associated with civil proceedings issued by the family court) into the Order Registry and, in turn, the National Protection Order Registry (NPOF).  The infrastructure for reporting via NCIC telecommunications to the FBI NPOF has been implemented under previous projects. 

With this project, the Judicial Branch will capture electronic images of restraining order applications, affidavits, agreements, and conditions, store them in the Order Registry, and disseminate the images when applicable to user agencies.  

This initiative will require the installation and programming of multi-page document image scanners in 13 family court locations.  Required programming changes to the Registry, and possibly to COLLECT, will be made.

Title:
Records Management - Enhancing Court Disposition Records, Initial Electronic Filing
Summary: The Superior Court Operations Division will analyze, design and implement the system changes necessary to eliminate the need to administratively sever such cases in the CRMVS.  Elimination of administratively severed cases will significantly improve
the timeliness, accuracy and thoroughness of criminal and motor vehicle court dispositions, thereby improving the data maintained by numerous state and local agencies in the Connecticut criminal justice community.  Additionally, this change will enable a single arrest to be processed as a single case in the CRMVS and its disposition to be so disseminated to the criminal justice community.
The programming changes needed to eliminate the need for clerks to update two computer records for these types of single cases will reduce redundant entries required of clerks and will eliminate any such missed entries, thereby addressing and correcting the cause of a large number of missing disposition records.
