Community Living Arrangements (CLA)

Overview

Community Living Arrangements (CLA) also known as group homes, are operated by the Department of Developmental Services (DDS) or private agencies that offer individuals the opportunity to live in community housing. Homes are small in size and generally serve six or fewer individuals. To capture federal reimbursement, the majority of CLA residences are enrolled under a Medicaid Home and Community Based Waiver administered by DSS.

Special Notice (January 29, 2026) 
The Department of Social Services is approved to rebase the Fiscal Year 2026 Community Living Arrangement Room & Board rates. Fiscal Year 2026 rates will be rebased to the 2024 cost year. Rate adjustments will be retroactive to July 1, 2025. Given the volume of changes, revised rate letters will be sent in waves starting tomorrow (1/30/2026). Rate letters will contain additional information regarding the rate changes. Please contact the Department at CIDA.DSS@ct.gov with questions.
