The asbestos abatement notification fee is based on the square footage (SF) of asbestos containing material (ACM) to be abated; see Notification Conversion Table below.

*A fee shall be assessed for each reinspection concerning an asbestos abatement activity determined to be in non-compliance with asbestos regulation.

CT DPH Asbestos abatement notifications
An initial asbestos notification must be post marked, or hand delivered at least ten (10) days prior to the start of asbestos abatement. If the facility will be demolished immediately following abatement, it is not necessary to file a separate demolition notification. Contractor must be sure that the asbestos activity must be checked off as "demolition" or "ordered demolition" instead of "renovation". 
CT DPH Demolition notifications
In a facility where no asbestos is present, a demolition form must be filed. The demolition notification must be post marked or hand delivered at least ten (10) days prior to the demolition start date. See Forms and Applications
Federal (EPA) notification of renovation and demolition (No fee)
For projects in facilities governed by the EPA NESHAP, the owner or operator must also file a notification at least ten (10) working days prior to the start of abatement or demolition except in the case of an emergency. Please see EPA guidance regarding less than ten (10) day notifications. 
Method of Payment
  • Payment is required at the time of filing. 
  • A notification must be filed by each abatement contractor who is performing abatement on a project site. Currently, the Department accepts only checks and money orders.
  • All checks should be made payable to the "Treasurer, State of Connecticut".
Asbestos Abatement Notification

Type of notification includes New, Blanket, EmergencyRevised and Canceled.

  • New notification must be postmarked at least ten (10) days before the start of the abatement activity.
  • A Blanket notification is for phased work expected to be done in a year. This requires the filing of a blanket notification for a year period and quarterly updates at the completion of each quarter. A Blanket notification does not replace an “emergency” notification filing. For projects that are phased; phases (dates) must be listed on the notification form. The filing fee is $100, but for each quarter of the year, the contractor must submit a revised blanket, noting the quarter, and updating the total cost and amount of ACM abated. If less than 160 Sq. Ft. was abated, there is no additional fee due. If ACM abated exceeds 160 SF, the contractor must pay 1% of the total cost when filing the quarterly update. If the total cost remains below 160 SF for the duration of the blanket notification, no additional fee is due when filing the quarterly report. 
  • An Emergency notification must be filed within one (1) working day. Contractors should discuss with program staff before proceeding with an emergency filing unless the facility poses an imminent risk of harming the public.
  • Revised notification is required for any notification change. A Revision must be filed before the end date expires. If total cost has changed, submit the additional 1% fee with the notification. When no additional fee is due, the contractor may email the program at DPH.Asbestos@ct.gov with the revision attached. It is important to fill out Revision# and Items Revised (referencing the number on the form). 
  • Canceled notification must be submitted when the project is canceledThe DPH is not required to process refunds for canceled notifications. It will review each request on a case by case basis. No refunds will be given for contractors who notify when they do not have the contract to perform the work. 

Demolition Notification

A demolition notification form is required for demolition of any structure for which no asbestos abatement notification form is filed. It is to be submitted with payment of $50.00 ten (10) days prior to the planned activity. For projects with multiple facilities and same owner, a separate form should be filled out for each facility, however, only one fee is required.  As with an asbestos abatement notification, a revised form may be submitted for any change of information on the form.

Alternative Work Practice Application (AWP)

For any project where a variance from the Standards for Asbestos Abatement is sought, an application for AWP must be submitted by a CT-licensed asbestos project designer. The turn-around time for approval is generally less than ten (10) days, however; the application should be submitted with a ten (10)-day advance notice. 

 


POLICY CONCERNING ASBESTOS ABATEMENT REVISIONS

Any change in the initial abatement notification or demolition notification requires the contractor or owner to provide a revised form. The revised form must be submitted prior to the initial "end date".  Additional costs require payment of 1% of the additional cost.  Once the project end date is expired, the notification may no longer be revised. A new notification is required to be filed.
